UN Report: Libya used as supply route for Hemedti’s RSF, with Benghazi and Kufra serving as training hubs

A report by the Independent International Fact-Finding Mission for Sudan documented supply and training routes originating from locations in southern and eastern Libya that, according to the report, are being used to support Sudan’s Rapid Support Forces (RSF), led by Mohamed Hamdan Dagalo, known as Hemedti.

The report identified sites in Benghazi, Kufra and Jufra as hubs for assembling weapons, fuel and military equipment before they are transported to RSF-controlled areas in Darfur through cargo flights and direct desert routes.

It said these locations were not limited to assembly and transit operations, documenting the presence of training camps in Benghazi and Kufra, as well as at Jufra airbase, where fighters were trained to operate drones and use advanced weapons.

According to the report, the training was conducted under the supervision of Colombian instructors as part of military arrangements linked to providing personnel and combat capabilities to the warring forces in Sudan.

The investigation also pointed to the involvement of local brigades in facilitating the movement of shipments and personnel, naming the General Command-affiliated Subul al-Salam Brigade among the groups involved.

The report said relevant parties failed to provide substantive responses to requests for information concerning these activities, as the repercussions of the war in Sudan continue to spill over across the region.
