Somalia and EUCAP Discuss Enhanced Support for National Security Institutions

Mogadishu, Somalia — Somalia’s Minister of Internal Security, Gen. Abdullahi Sheikh Ismail, known as Fartaag, has held talks with senior representatives of the European Union Capacity Building Mission in Somalia (EUCAP Somalia) on strengthening support for the country’s security institutions.

The meeting, held in Mogadishu on Tuesday, brought together the minister, EUCAP Somalia Head of Mission Kestutis Lancinskas, senior officials from the Ministry of Internal Security, including Director General Mohamed H. Shire, and several departmental directors.

According to officials, discussions focused on expanding security cooperation, technical assistance and training programmes aimed at enhancing the capabilities of Somalia’s security agencies. Particular attention was given to support for the Somali Police Force, the Darwish Forces and the Somali Coast Guard.

The two sides also reviewed the ongoing assessment of EUCAP Somalia’s strategic framework and explored ways to ensure that international security assistance remains aligned with the priorities of the Federal Government of Somalia.

During the meeting, Somali officials underscored the importance of national ownership and effective coordination of security-sector support. They stressed that all initiatives designed to strengthen the country’s security institutions should operate under government leadership and oversight.

Mr Lancinskas reaffirmed the European Union mission’s commitment to supporting Somalia’s efforts to build professional and sustainable security institutions.

The meeting concluded with an agreement to hold further technical-level discussions aimed at advancing the review of EUCAP Somalia’s strategy and identifying additional areas for cooperation.

EUCAP Somalia is part of the European Union’s broader engagement in Somalia and works to support the development of civilian maritime security and law enforcement capacities as the country continues efforts to strengthen stability and security.
