Prime Minister Hamza Receives Qatari Delegation to Discuss Food Production and Health Investment

MOGADISHU — Prime Minister Hamza Abdi Barre has received a high-level Qatari delegation led by Talal Bin Rashid Al-Hajri, a senior advisor and director at Qatar’s Ministry of Foreign Affairs, at his office in Mogadishu.

The delegation, which is in Somalia to discuss investment opportunities in food production and healthcare, conveyed messages from Qatari leadership to the Prime Minister [citation:2]. The visit follows the signing of a multi-sector agreement with the Ministry of Planning, Investment and Economic Development on August 11, 2026.

Prime Minister Barre briefed the delegation, which was accompanied by Qatar’s Ambassador to Somalia, Abdullah Bin Salim Al-Nuaimi, on the Federal Government’s progress in strengthening security, expanding the economy, and improving public services [citation:2]. He also welcomed the strong diplomatic ties and growing cooperation between Somalia and Qatar, highlighting the importance of continued collaboration in areas of mutual interest.

Somalia and Qatar have maintained a robust bilateral relationship, with Prime Minister Barre previously hosting Qatar’s Ambassador in October 2025 for high-level talks centered on strengthening cooperation across multiple sectors. The two countries formalized a defense cooperation agreement in Doha in January 2026, strengthening military ties and security collaboration.

Strengthening Economic and Development Cooperation

The Qatari delegation’s visit follows the inaugural meeting of the Somalia-Qatar Joint Committee in Doha in December 2025, during which four comprehensive agreements were signed covering cultural, customs, youth, and agricultural cooperation. These agreements included an agricultural partnership focused on enhancing domestic food production through the exchange of scientific expertise and advanced technologies.

Discussions during the delegation’s visit covered opportunities in livestock, agriculture, fisheries, food production, medical equipment, and financing for development projects [citation:1][citation:5]. The delegation included representatives from Qatari government institutions, companies working in food and agriculture, the Qatar Fund for Development, and a company specialising in medical equipment.

The strategic partnership between Somalia and Qatar has expanded across political, economic, and development fronts, with Qatar emerging as one of Somalia’s closest strategic partners in the Gulf.

Qatar has provided significant support to Somalia, including diplomatic backing, humanitarian assistance, infrastructure development, and initiatives aimed at preserving the unity and stability of the Federal Republic of Somalia.

While the Qatari delegation’s visit and the signing of investment agreements represent a positive step toward strengthening Somalia’s international partnerships, the effectiveness of these agreements will depend on implementation and accountability. The government’s ability to create a conducive environment for investment, including security, regulatory frameworks, and institutional capacity, will be critical to translating these commitments into tangible benefits for the Somali people.

Furthermore, the focus on food production and health sector investment is welcome, but it must be accompanied by sustained efforts to address the structural challenges facing these sectors, including limited infrastructure, weak supply chains, and inadequate human resources. Without such efforts, these investments risk being absorbed by bureaucratic inefficiencies rather than delivering measurable improvements in food security and health outcomes.
