Morocco, India Partner on AI, Digital Language Technologies

Casablanca – Morocco and India have agreed to create a joint commission focused on languages and digital technologies, particularly large language models, as the two countries expand cooperation in artificial intelligence and digital transformation.

The agreement was discussed on Monday in Rabat during a meeting between Morocco’s Minister Delegate in charge of Digital Transition and Administration Reform, Amal El Fallah Seghrouchni, and India’s Minister of State for Commerce and Industry and Electronics and Information Technology, Jitin Prasada.

The talks covered several areas, including public digital infrastructure and the exchange of experience and best practices to support inclusive, secure, and interoperable digital public services.

The two sides also discussed digital identity, electronic payments, data governance, and ways to use digital infrastructure to modernize public administration and improve services for citizens.

Digital skills were another area of cooperation, with discussions focusing on training programs, expert exchanges, partnerships between universities, and professional certification programs in emerging digital technologies.

Speaking to the press after the meeting, Seghrouchni said the two countries had agreed to establish a joint commission dedicated to languages and digital technologies, with a particular focus on large language models.

She noted India’s experience in this field and said the country has an application supporting 28 languages.

The partnership will also focus on small language models, with the aim of integrating Moroccan Darija and Amazigh into the Idarati platform, which provides digital administrative services.

Seghrouchni also recalled the creation of the Al-Jazari Institute, which operates in Arabic, Amazigh, and Darija to make it easier for citizens to interact with the administration.

The initiative is part of Morocco’s broader efforts to develop AI and digital tools adapted to the country’s linguistic needs. Morocco has also promoted open-source AI as a way to address linguistic and cultural specificities, including Arabic, Darija, and Amazigh.

The Rabat meeting followed talks between Seghrouchni and Prasada in New Delhi in February 2026, held on the sidelines of the AI Impact Summit.

Prasada was in Morocco from August 24 to 25 for the seventh session of the Morocco-India Joint Commission, which also covered broader economic and commercial cooperation between the two countries.

The new commission comes as Morocco and India have been expanding their exchanges in digital technology and artificial intelligence.

In April 2025, India took part in GITEX Africa in Marrakech, where its representatives discussed possible cooperation in AI, research, and capacity building, while also presenting India’s experience with digital public infrastructure such as Aadhaar, UPI, and DigiLocker.

The dialogue continued in February 2026, when Morocco participated in the India AI Impact Summit in New Delhi, where Seghrouchni and Prasada also held discussions that preceded their August meeting in Rabat.
