Morocco Among Top 20 Countries in Global Public Security Index 2025-2026

Casablanca – Morocco has been included among the 20 countries with the highest public security performance in the Global Public Security Index Report 2025-2026, becoming the only African country featured in the selection.

The report, published by the Global Public Security Cooperation Forum, covers 62 countries and uses a 100-point scale, with higher scores indicating stronger public security performance. Morocco scored 76.15 points overall.

The index assesses four main areas, including public order and security, counterterrorism, cybersecurity and road safety. Morocco scored 87.45 points in counterterrorism, its highest result across the four areas. The score placed the country ninth among the 20 countries included in the relevant group.

Morocco also scored 71.73 points in cybersecurity, ranking ninth among the 20 countries in that category. Its score for public order and security stood at 73.82 points, while road safety received 71.50 points.

The index looks at several factors within each area. Its public order and security assessment considers homicides, firearm and drug-related crime, terrorist incidents and their victims, as well as current and future security risks.

For counterterrorism, the report considers terrorism levels, current and future risks and governance. The cybersecurity assessment covers cybercrime, risks linked to emerging technologies and artificial intelligence, perceptions of cyber threats and governance capacity. Road safety includes accidents, fatalities, perceived risks, prevention measures and governance.

China recorded the highest overall score among the countries covered, with 84.62 points. Singapore followed with 84.42 points, while Uzbekistan scored 83.81, Belarus 82.24 and Turkmenistan 82.20. Vietnam recorded 76.96 points and Tajikistan 76.37 points.

The report notes that the 20 countries featured in its higher-performing group appear in alphabetical order rather than in an overall ranking from first to 20th. The scores therefore indicate performance levels rather than a direct position within the group.

The 2025-2026 edition covers countries representing 82.73% of the global population, 75.22% of global land area and 87.47% of global economic output. The average score across the 62 countries reached 72.56 points, while 10 countries scored at least 80 points.

The report was released during the 2026 Global Public Security Cooperation Conference in Lianyungang, China. The forum brought together more than 2,100 representatives from 139 countries, regions and international organizations.
