In response to UNSMIL queries, HCS says tripartite initiative does not seek to establish parallel political framework

The Presidency of the High Council of State has stressed that the tripartite initiative announced jointly with the presidencies of the House of Representatives and the Presidential Council does not seek to establish a parallel political track or undermine the established political frameworks.

Responding to questions raised in a letter from the United Nations Support Mission in Libya (UNSMIL) in late July, High Council of State President Mohamed Takala said the tripartite initiative aims to reactivate the Libyan institutions established under the Libyan Political Agreement and enable them to fulfil their constitutional responsibilities, ultimately leading to free and fair elections that would bring the transitional periods to an end.

Takala added that the roadmap put forward by the presidencies of the three councils — the Presidential Council, the House of Representatives and the High Council of State — reflects a consensus on the key principles for ending the transitional period. He said the roadmap remains subject to the completion of institutional procedures within each council, in accordance with its respective mandate and internal regulations, reaffirming the High Council of State’s full commitment to completing the political process and holding elections.

Regarding the Advisory Committee, the statement said the committee had secured the agreement of the three presidencies, adding that the provisions outlined in its recommendations that gain the approval of the 6+6 Joint Committee will be submitted to the House of Representatives for adoption.

The statement further noted that the initiative will be subject to the required institutional procedures within all three councils. Within the High Council of State, it has already been presented to the Presidency Office, the standing committees, the Communication Committee and women’s representatives, with no member of the council expressing opposition to it.

The presidencies of the House of Representatives, the High Council of State and the Presidential Council announced in mid-June that they had reached agreement on a document of principles and a roadmap providing for simultaneous presidential and parliamentary elections to be held no later than February 17, 2027.
