Darrell Owens was nominated by President Trump to be the Permanent Representative of the United States of America to the Organization for Security and Cooperation in Europe on March 9. 2026. He was confirmed by the United States Senate on June 23, 2026. Prior to his nomination, Ambassador Owens served as a Senior Advisor for the Office of Congressional and Legislative Affairs at the U.S. Department of Veterans Affairs (VA). Before that, he served as the Deputy Assistant Secretary at the VA and performed the delegable duties of the Assistant Secretary for Congressional and Legislative Affairs. In that role, Ambassador Owens was the lead advisor to the Secretary for all matters involving the U.S. House of Representatives and the U.S. Senate. Ambassador Owens continues to serve as a commissioned officer in the U.S. Army Reserve, and has served extensively overseas in uniform, including as the Deputy Foreign Policy Advisor and Congressional Liaison for U.S. Army Europe and Africa. In addition, Ambassador Owens has served overseas in both Poland and South Korea.

Ambassador Owens previously served on Capitol Hill for 14 years as the National Security Advisor to Senator Pat Toomey and as the Military Legislative Assistant to U.S. Representative Glenn “GT” Thompson. His primary focus pertained to foreign affairs, the military, and veterans. Several specific topics were related to VA reform, the defense industrial base, sanctions policy, and American strategy on Russia and China. As Director of Government Relations for America’s Warrior Partnership, Ambassador Owens used his experience as a veteran to lead efforts to assist fellow veterans and connect them with critical community resources.

Ambassador Owens is a graduate of American University in Washington, D.C., the Air Force Air Command and Staff College at Maxwell Air Force Base, Alabama, and the U.S. Army War College in Carlisle Barracks, Pennsylvania.
