The American envoy to Morocco, Duke Buchan III, is anticipated to visit Laayoune this Tuesday for discussions with regional authorities, locally elected officials, and business figures, according to individuals with knowledge of the itinerary. This marks Buchan’s inaugural journey to Laayoune since he assumed his diplomatic role, reflecting Washington’s push to turn its backing for Moroccan sovereignty over Western Sahara into deeper economic and investment ties in the southern territories.

Buchan is slated to engage with territorial administrators, local elected leaders, representatives from economic and human rights sectors, and tribal leaders. The itinerary centers on ongoing development initiatives in the Laayoune-Sakia El Hamra area, upgrades to local infrastructure and public services, and avenues for enhanced Moroccan-American commercial partnerships. The ambassador is also set to explore investment opportunities with regional business stakeholders and review projects tied to Morocco’s development framework for its southern provinces.

The visit is likely to feature the signing of a green hydrogen-related pact, alongside additional cooperation agreements between Moroccan and US entities, the sources indicated. Morocco has picked several international firms to advance six green hydrogen ventures in its southern regions under the government-supported Morocco Offer, with participation from American and European companies. These prospective deals would underscore an attempt to bolster Washington’s political stance with an economic dimension by fostering US-linked investment in energy and other key sectors.

The United States acknowledged Moroccan sovereignty over the Sahara in December 2020 during President Donald Trump’s tenure and has upheld that stance since. US officials have characterized Morocco’s autonomy initiative as the sole viable and credible framework for settling the conflict. Deputy Secretary of State Christopher Landau affirmed in May that Washington recognizes Moroccan sovereignty and endorses the autonomy plan as the route to resolution. Buchan also championed investment in the Moroccan Sahara during his address at the GITEX Africa technology conference in April, tying economic progress to the US position on the territory. The ambassador officially commenced his assignment in late 2025, having earlier served in Rabat during Trump’s first term.
