UN Security Council welcomes (4+4) agreement, urges implementation

The UN Security Council welcomed the August 30 signing of Libya’s UNSMIL-facilitated “4+4” agreement on reconstituting the High National Elections Commission (HNEC) Board and amending the electoral framework ahead of presidential and parliamentary elections within two years.

Council members described the agreement as an important step toward free, fair, transparent and inclusive national elections and the unification of Libya’s institutions.

They called on all relevant Libyan parties to support and implement the agreement and engage fully and without delay with UN Special Representative Hanna Tetteh’s efforts to advance the political roadmap announced by UNSMIL in August 2025.

The Council also called for further implementation of the unified spending framework announced in April and progress toward unifying Libya’s institutions, including the military, security institutions and executive authority.

It reaffirmed support for a UN-facilitated, Libyan-led and Libyan-owned political process and reiterated its commitment to Libya’s sovereignty, independence, territorial integrity and national unity, while calling for an end to external interference.
