The internet from the sky: What does Starlink mean for Iraq? | Mohammed Al-Zubaidi


When someone connects to the internet in Baghdad, Basra or Erbil, it is natural to imagine that the data travels through a telecommunications tower or an underground fibre-optic cable. But what happens when there is no nearby tower, no fibre connection and no terrestrial network?

This is where Starlink, the satellite internet service developed by SpaceX, enters the picture.

In July 2026, Iraq’s Communications and Media Commission granted Starlink a licence to provide services in Iraq, opening the door to a different model of connectivity in which space becomes part of the country’s telecommunications infrastructure.

But how does it actually work?

Unlike conventional internet networks, which rely heavily on terrestrial towers and cables, Starlink uses thousands of satellites operating in low Earth orbit. A user installs a small terminal with a clear view of the sky. The terminal connects to an overhead satellite, and the data is then routed through the Starlink network to its destination.

The idea is not that one satellite simply remains above Iraq and serves its users. Instead, a large network of satellites constantly moves around the Earth, with the system shifting connections between satellites as their positions change.

The technology becomes even more interesting because some Starlink satellites use laser links to communicate with one another. This allows data to travel between satellites in space before reaching a ground station.

It may sound complicated, but for the user the experience can be relatively simple: a small terminal at a home, business or remote location, with a connection to the sky.

How could Starlink cover Iraq?

Iraq is a large country, and telecommunications infrastructure does not reach every area in the same way.

In major cities, fibre networks and mobile towers can gradually be expanded. But extending terrestrial infrastructure becomes considerably more difficult in remote and desert areas, oil and gas fields, agricultural projects and locations where connectivity is needed without waiting years for new infrastructure to be built.

This is where satellite connectivity could become particularly relevant.

It does not mean that satellites will replace towers and fibre. Fibre will remain essential for cities, data centres and businesses, while mobile networks will continue to form the backbone of everyday communications.

Satellite connectivity can instead become another layer of the national network, helping to close some of the gaps where terrestrial infrastructure is expensive or difficult to deploy.

What about users on the move?

This could become one of the more interesting aspects of satellite connectivity.

Unlike some forms of fixed internet, satellite connectivity does not necessarily depend on a permanent terrestrial connection at one location. Starlink already offers mobility-oriented services in various markets, although the availability and conditions of such services in Iraq will depend on approved plans and local regulations.

If mobile connectivity services expand in Iraq, they could become useful for vehicles, remote work sites, the oil and gas sector, tourism projects, field operations and emergency response.

That does not mean every vehicle in Iraq will automatically become a mobile satellite hotspot. Equipment, coverage, service plans and local regulations will all matter.

The real competition is not between Earth and space

Iraq is entering a period in which connectivity options are becoming increasingly diverse. Alongside fibre networks and 4G, the country is moving toward wider use of 5G technologies, while satellite connectivity adds another option to the mix.

This diversity may ultimately be more important than any single technology.

The objective should not be to replace towers with satellites or fibre with space. It should be to use each technology where it is most effective.

The real challenge for Iraq will be turning these different technologies into a more reliable digital infrastructure that reaches more communities and supports businesses, education, government services and the digital economy.

Starlink’s arrival could therefore mark the beginning of a new phase for Iraq’s telecommunications sector. But its real value will not be measured by the number of terminals installed. It will be measured by what Iraq is able to build on top of this connectivity.

Connectivity is not the destination.

It is the infrastructure from which everything else begins.

And ultimately, while the internet may operate on Earth, the future of connectivity may increasingly come from the sky.
