President To Lam: Vietnam attaches great importance to developing relations with Russia
Vietnam considers its relations with Russia a priority and attaches great importance to their development. This was stated by President of Vietnam To Lam during a meeting with Russian President Vladimir Putin in Moscow. The heads of state discussed a number of strategic issues related to bilateral cooperation, according to the
Kremlin website.
A ceremony to officially welcome To Lam and his wife, Ngo Phuong Ly, was held in the St. George’s Hall of the Grand Kremlin Palace. The President of Vietnam arrived in Russia on a state visit for the first time, with talks with Vladimir Putin forming part of the visit.
Vietnam consistently places great emphasis on its relationship with Russia. We regard it as a priority, a consistent pillar of our foreign policy, and a strategic choice of enduring significance. […] We highly value and deeply appreciate Russia’s influence and standing in the world, as well as President Putin’s personal role and authority, in shaping a new multipolar world order and in safeguarding global energy and food security
To Lam thanked the Russian people and its leader for their continued attention, support and assistance in developing bilateral cooperation between Vietnam and Russia.
In his conversation with the guest, Vladimir Putin noted the positive dynamics in the growth of trade between the two countries, the development of cultural ties, and cooperation in education and security.
We are developing our bilateral ties. Our trade turnover is growing, having increased by almost 6 per cent last year. In the first half of this year, the growth rate of trade turnover actually doubled. We continue to work in all other areas, including culture, education and security. We already have projects that have stood the test of time, as well as new and interesting initiatives. […] I am confident that today’s meeting and the signing of the relevant documents will provide a good basis for further developing our special strategic relations
Ahead of the talks in the
Kremlin, To Lam met with Russian Prime Minister Mikhail Mishustin, who stressed that the Russian Government gives priority to developing trade and economic cooperation with Vietnam and promoting a number of joint projects in energy, transport, industry, agriculture, the digital economy and high technologies.
According to Mishustin, as quoted by the
Russian Government website, the number of Russian tourists visiting Vietnam is growing year on year, while the number of Vietnamese citizens visiting Russia is also increasing.
Earlier, 2026 was declared the Year of Russian-Vietnamese Cooperation in Science and Education. Russian Minister of Science and Higher Education Valery Falkov, speaking at the Russian-Vietnamese Science and Technology Forum held in Moscow and timed to coincide with To Lam’s state visit, announced four new joint scientific projects to be implemented in 2027–2029, according to the
Russian Government website. The forum also saw the signing of a number of agreements between Russian and Vietnamese universities, research institutes and organisations.
