NASLA, PROLOG Sign CFAF 844m Deal to Strengthen Management in 145 Local Authorities

Cameroon’s National School of Local Administration, NASLA, and the Local Governance and Resilient Communities Project, PROLOG, have signed a CFAF 844 million agreement to strengthen administrative and financial management in 145 local authorities. The 12-month program will train about 2,000 local elected officials and staff in the Adamawa, East, Far North, North, North West and South West regions.

The memorandum of understanding was signed on August 31, 2026, at PROLOG’s headquarters in Yaounde, according to information published separately by NASLA and the Ministry of Decentralization and Local Development, MINDDEVEL. The ceremony was chaired by Decentralization and Local Development Minister Georges Elanga Obam. It brought together the World Bank’s PROLOG task team leader in Cameroon, the project’s national coordinator, partner government agencies and representatives of decentralized local authorities. The program will focus on administrative and financial management, human resources management and civil status services. PROLOG said 1,937 participants will be trained in two sessions scheduled for October and November 2026.

NASLA said the financial management component is intended to improve the management of local authorities and local investments. The other components will focus on human resources management and civil status services. According to Elanga Obam, the program’s results should be reflected in improvements in the quality of services provided by local authorities.

Part of CFAF 189.2bn Program

The CFAF 844 million agreement forms part of the wider World Bank-backed PROLOG program, which supports local governance and community resilience in the same six regions. Cameroon and the World Bank’s International Development Association signed a $300 million financing agreement for PROLOG on November 20, 2023. The financing was valued at approximately CFAF 189.2 billion when President Paul Biya authorized its signature in August 2023.

According to the World Bank, the project seeks to increase access to climate-resilient community infrastructure and strengthen the capacity of decentralized local authorities to manage resources and public investments.

NASLA will provide the training under its mandate to develop the skills of stakeholders involved in decentralization. The program will focus on administrative and financial management, human resources and civil registration. PROLOG also finances community infrastructure, basic services and institutional support in the six regions.
