Houthi Court Convicts Four Citizens Over Community Road Project in Yemen’s Rima

RIMA – A Houthi-run criminal court in the city of al‑Jabin, capital of Yemen’s Rima province, has convicted four citizens for their involvement in a grassroots initiative to pave a local road serving residents of Bani al‑Harazi district.

The ruling, issued by Judge Abdullah Mohammed Ali al‑Ahdel, found Sheikh Mohammed Qasim Abdu al‑Qulaisi, Mahmoud Ali Abdullah Qaed, Mohammed Ali Ibrahim al‑Ayashi, and Mohammed Ali Mohammed al‑Harazi guilty of cutting stones from an uninhabited mountain area to use in surfacing the road.

Local sources said villagers had launched the initiative to ease travel hardships amid rugged terrain and the absence of infrastructure projects, only to see the Houthis turn the community effort into a legal case.

The court ordered the men to pay the value of the stones—estimated at 9 million rials for roughly 15,000 pieces—along with fines and litigation costs payable to Houthi-controlled offices, including the Tax Authority and the Land and Real Estate Department.

The incident highlights mounting restrictions on community-led initiatives in Houthi-held areas, where efforts to fill gaps in basic services are increasingly met with penalties and prosecutions. Rural regions, already suffering from severe infrastructure deterioration, face added burdens as local projects are criminalized and transformed into financial liabilities.
