Financing has been secured for the third phase of the Gabon Railway Modernisation and Safety Programme, according to a statement from the railway concessionaire SETRAG. The €312 million agreement was signed by SETRAG, Proparco, and the International Finance Corp, as reported by Railway Gazette.

The programme focuses on upgrading the 648 km Transgabonais railway, which connects the port of Owendo on the Atlantic coast south of Libreville with Franceville in the east. The modernisation aims to improve reliability, safety, and capacity, while also supporting the expansion of services beyond mining to include passenger trains and general freight.

SETRAG is owned by Eramet Comilog (51%), Meridiam (40%), and the Gabonese state (9%). The company transports 8.9 million tonnes of freight and 260,000 passengers annually. Under the concession agreement, the state maintains public infrastructure such as bridges, hydraulic infrastructure, and passenger rolling stock, while SETRAG is responsible for railway systems including track and signalling. As the delegated project owner, SETRAG carries out maintenance and renewal works on behalf of the concessioning authority.

Since the programme began, 457 km of track has been renewed with concrete sleepers, and 186 km has been relayed with new 60 kg rails. The latest financing includes €225 million in new funds and the refinancing of €87 million from previous phases. The Gabonese government’s share is supported by an additional €173 million from the French development agency AFD and a €30 million grant from the European Union’s Global Gateway initiative.

Proparco, the private-sector arm of AFD, noted that the railway contributes approximately 20% of Gabon’s GDP. The line is crucial for transporting manganese, a mineral for which Gabon is a leading global producer, and provides a vital economic lifeline in remote and landlocked areas with limited transport alternatives.

SETRAG CEO Christian Magni commented in July that the successful financing marks a decisive milestone for both SETRAG and Gabon, reflecting the confidence of financing partners in the company’s business model and operational trajectory. With this support and ongoing shareholder backing, SETRAG aims to accelerate safety upgrades and full modernisation of the Trans-Gabon Railway, strengthening its position as a benchmark logistics corridor in central Africa and a driver of sustainable development.
