The department had not immediately issued a response to the court’s decision.
Vargas, who was appointed by former Democratic President Joe Biden, delivered the ruling in a case brought by immigrant rights organisations Catholic Legal Immigration Network and African Communities Together. The plaintiffs also included immigrant visa applicants and US citizens sponsoring relatives from the affected countries.
President Donald Trump has continued to pursue a broad immigration crackdown, which his administration says is intended to strengthen security in the United States.
However, rights organisations have argued that some of the measures undermine due process and free speech protections while creating an increasingly hostile environment for ethnic minorities.
