FM Fuad Hussein Receives Libyan Counterpart in Baghdad and Discusses Strengthening Bilateral Relations and Activating Joint Cooperation

Minister of Foreign Affairs of the Republic of Iraq, H.E. Mr. Fuad Hussein, received on Sunday, 23 August 2026, the Acting Minister of Foreign Affairs of Libya, H.E. Mr. Taher Al-Baour, and his accompanying delegation at the Ministry of Foreign Affairs headquarters in Baghdad.

At the outset of the meeting, H.E. the Minister welcomed his Libyan counterpart to his second home, Iraq, affirming the depth of the brotherly relations and common bonds between the two countries and highlighting the historical milestones through which these relations have passed.

H.E. Mr. Fuad Hussein reaffirmed Iraq’s commitment to Libya’s unity, sovereignty, and territorial integrity, its rejection of foreign interference in Libya’s internal affairs, and the need to refrain from escalation. H.E. also expressed Iraq’s support for a Libyan-led political process and a Libyan–Libyan solution.

H.E. the Minister commended the fraternal response to the decision of Libyan Prime Minister H.E. Mr. Abdul Hamid Dbeibeh to complete and resolve the issue of Iraqi-owned properties in Tripoli. H.E. praised the efforts of the Libyan Foreign Minister and the relevant Libyan national institutions in resolving the matter. For its part, Iraq has completed the procedures to resolve the issue of two properties belonging to the Libyan Embassy in Baghdad.

H.E. the Minister stressed the importance of coordinating positions within (OPEC+) in a manner that contributes to ensuring the stability of oil markets and enhancing cooperation in the field of oil exports.

H.E. also referred to the efforts of the Iraqi and Libyan national teams to complete preparations for convening the third session of the Iraqi–Libyan Joint Committee, which has not been held since 2001. H.E. expressed hope that the Committee’s work would contribute to consolidating economic cooperation between the two countries and expanding its prospects.

H.E. the Minister further emphasized the importance of enhancing joint cooperation and coordination in the exchange of information between the security and intelligence agencies of the two countries, in a manner that contributes to supporting regional security and stability.

H.E. the Minister appreciated Libya’s supportive positions towards the Iraqi community residing there and the facilities it has provided, calling for reducing the financial burdens on members of the community, particularly those whose official documents have expired.

For his part, Acting Libyan Foreign Minister H.E. Mr. Taher Al-Baour expressed his great pleasure at visiting Iraq, describing it as a country of authenticity and the cradle of human civilization, and commending the historical and brotherly relations between the two countries. H.E. also provided a detailed briefing on the political situation in Libya and the stages of its political process since the change of regime in 2011. M

H.E. Mr. Taher Al-Baour expressed hope that the Joint Committee would contribute to activating frameworks for cooperation between the two countries, deepening relations across various fields, and achieving positive outcomes.

The Libyan Minister further stated that he had discussed the situation of the Iraqi community in Libya with Libyan Prime Minister H.E. Mr. Abdul Hamid Dbeibeh and obtained his approval to work towards resolving their status. H.E. also commended the role played by many members of the Iraqi community in Libya’s education sector.

The two sides emphasized the importance of coordinating joint efforts at the regional and international levels, stressing the need to continue dialogue and unify positions in order to contribute to addressing the crisis in the Middle East amid the ongoing conflict between the United States and Iran.

At the conclusion of the meeting, Minister of Foreign Affairs H.E. Mr. Fuad Hussein and Acting Libyan Minister of Foreign Affairs H.E. Mr. Taher Al-Baour held a joint press conference at the Ministry’s headquarters, during which they discussed ways to enhance Iraq–Libya relations and expand prospects for joint cooperation across various fields.
