Eastern and western authorities sign draft agreement in Tunis

Representatives of Libya’s eastern and western authorities have initialed a draft agreement in Tunis, according to the United Nations Support Mission in Libya (UNSMIL).

The agreement was reached by the 4+4 committee representing the two sides after completing the first two steps of the UN roadmap, which focus on restructuring the High National Elections Commission (HNEC) and revising electoral laws.

UNSMIL said the committee members agreed to meet again inside Libya before the end of August to finalize arrangements for implementing the agreement and officially announce it.

On June 24, UNSMIL announced that the 4+4 mini-dialogue had reached consensus on the presidential election law and the formation of the HNEC Board.

Earlier, in late April, the mission said the mini-team had reached an agreement in Rome on restructuring the HNEC Board.

Under the agreement, the committee recommended that the Attorney General nominate a judge known for competence, integrity, and impartiality to chair the commission, to be appointed in accordance with applicable regulations.

The committee also nominated Ali Al-Tayeb, Haitham Al-Tabouli, and Ali Abu Salah from the House of Representatives, and Sana Al-Lishani, Badiwi Mohammed, and Ali Al-Mabrouk from the High Council of State, as members of the new HNEC Board.
