Brazil’s Biggest Banking Fraud Scheme Explained: Inside the Collapse of Bank Master

What initially appeared to be a miraculous corporate turnaround in Brazil has systematically unraveled into one of the most sprawling financial, political, and criminal conspiracies in the nation’s history. At the center of this historic scandal is Bank Master and its president, Daniel Vorcaro, who transformed a failing institution into a hub for a multibillion-dollar Ponzi scheme.

The unprecedented collapse of the private bank in late 2025 revealed a sophisticated criminal enterprise that defrauded everyday investors and state pension funds, employed heavily armed paramilitary militias, bribed top lawmakers across the political spectrum, and laundered money for Brazil’s most notorious prison gang.

The foundation of the fraud relied on a classic Ponzi structure hidden behind the facade of a legitimate, booming financial institution. The operation began in 2018 when Vorcaro and banking executive Augusto Ferreira Lima took over the collapsing Bank Maximum, later rebranding it as Bank Master in 2021. Vorcaro boasted that the bank’s revenue skyrocketed from roughly USD $35 million to nearly USD $200 million in just two years. In reality, the bank was attracting investors by selling Bank Certificates of Deposit at impossibly high interest rates. 

The Bank Master’s profits were quickly diverted to shell companies outside Brazil 

Instead of generating legitimate profits, Vorcaro allegedly funneled this new capital into a credit fund where Bank Master was the sole investor, ultimately diverting the money to shell companies controlled by his family and front men.

To keep the scheme afloat, Bank Master partnered with Paulo Henrique Costa, the president of the Bank of Brasilia, to create and sell USD $2.4 billion worth of fake or severely overvalued payroll-backed loan portfolios to other financial institutions and retirement funds. Because Vorcaro controlled Bank Master’s internal anti-money laundering department, he was able to manipulate the system from the inside, essentially weaponizing the very apparatus meant to stop financial crimes. This made the massive theft incredibly difficult for outside regulators to detect, allowing the bank to operate with impunity for years.

In order to protect this fragile financial house of cards, Vorcaro and his father, Henrique, allegedly financed a private paramilitary organization known as “The Crew.” Composed of active and retired police officers, as well as operators from Rio de Janeiro’s illegal gambling mafias, this heavily armed wing was paid around USD $78,000 a month to intimidate rivals, surveil targets, and threaten the families of potential whistleblowers. 

The scale of fraud committed needed a special-ops level of protection 

The group was led by Luiz Phillipi de Moraes Mourão, who later took his own life in jail, and utilized corrupt retired officers like Marilson Roseno da Silva to access restricted government databases to monitor police investigations. Meanwhile, a digital wing known as “The Boys” recruited hackers to launch cyberattacks and conduct illegal telecommunications surveillance. Vorcaro also funded a propaganda campaign dubbed Project DV, paying digital influencers nearly USD $390,000 to attack the Central Bank and defend his reputation online. 

The sheer scale of the fraud required protection from the highest levels of the Brazilian government, prompting Bank Master executives to bribe politicians across the ideological spectrum to pass favorable legislation and secure public contracts. Senator Ciro Nogueira, a former chief of staff for ex-President Jair Bolsonaro, allegedly received luxury trips and USD $58,000 a month in exchange for his political influence. 

On the opposite side of the aisle, Senator Jaques Wagner, a top legislative ally of current President Luiz Inacio Lula da Silva, was accused of accepting bribes from Bank Master’s CEO, which allegedly included the purchase of an apartment and illicit funding for his family’s businesses. State public funds were also dragged into the scam; former Rio de Janeiro Governor Claudio Castro allegedly used his political power to direct roughly USD $385 million of the state’s social security funds into Bank Master’s risky investments, even as the bank was secretly spiraling toward insolvency.

The scandal was uncovered after the central bank of Brazil blocked the Bank of Brasilia from buying Bank Master

The scandal took an even darker turn when investigators traced Bank Master’s operations to the First Capital Command, Brazil’s largest and most powerful criminal organization. The gang utilized investment firms connected to Bank Master, such as Reag Trust DTVM, to launder more than USD $230 million. Vorcaro also allegedly used a separate fund to buy a stake in the Atletico-MG soccer club to further clean illicit money. Known cartel money launderers seamlessly utilized the bank’s infrastructure, including Dante Felipini, a convicted financial operator for both the First Capital Command and the Italian ‘Ndrangheta mafia.

The entire scheme finally began to unravel in September 2025 when the Central Bank of Brazil blocked the Bank of Brasilia from acquiring Bank Master after detecting glaring signs of fraud. In November of that year, the Central Bank bypassed standard judicial processes to immediately liquidate Bank Master and protect creditors. Days later, authorities apprehended Daniel Vorcaro at a São Paulo airport as he attempted to flee the country. 

The fallout has been staggering, resulting in the government seizing over $1 billion in assets from nearly forty suspects by early 2026. The ongoing wave of high-profile arrests continues to expose the dark underbelly of Brazil’s financial sector, reaching so deep into the establishment that a Federal Supreme Court Justice even stepped down from the case after his name was discovered on Vorcaro’s phone.
