Bourita Calls for Prevention-Centered Approach to Peace and Security in Africa

Marrakech – Morocco’s Minister of Foreign Affairs Nasser Bourita called on African countries on Saturday to place prevention at the heart of the continent’s approach to peace and security.

Speaking in Luanda during the 26th Extraordinary Session of the African Union Executive Council, devoted to strengthening conflict prevention and resolution mechanisms across Africa, Bourita argued that African efforts should focus more closely on addressing the underlying causes of instability.

He called for the peace-security-development nexus to occupy a central place in the continent’s preventive action, while urging greater investment in the conditions and institutions capable of producing sustainable peace.

Bourita affirmed Morocco’s full support for the direction and objectives of the extraordinary session and welcomed the ambitions set out under the Luanda Action Plan and its implementation matrix.

The Moroccan foreign minister also called for greater coherence between the African Union and the United Nations in implementing the Luanda plan, maintaining that coordination between the two organizations should remain a guiding principle.

He added that Morocco, through its participation in the extraordinary summit process, was reaffirming its commitment to strengthening Africa’s conflict prevention architecture.

On financing, Bourita argued that mechanisms established to support the plan should respect the African Union’s existing budgetary procedures.

The extraordinary meeting centers on strengthening and operationalizing the African Peace and Security Architecture (APSA), part of the AU’s broader ambition to build “a peaceful and secure Africa.”

The session follows a decision adopted during the 39th Ordinary Session of the Assembly of African Union Heads of State and Government in February 2026, which called for a summit in Luanda focused on strengthening mechanisms for conflict prevention and resolution in Africa, as well as ensuring their financing.

The gathering is expected to conclude with the adoption of a formal decision, alongside the Luanda Action Plan and its implementation matrix.
