Fighting has escalated across most fronts on the internal frontier within Yemen, according to a report published by The Maritime Executive on August 18, 2026. The Houthis are attempting to frame the conflict as a direct confrontation with Saudi Arabia, but Saudi forces are primarily providing backup and support to the Internationally Recognized Government (IRG), mainly through air power, and are not directly engaged except on the northern border and in defending against drone and missile attacks within Saudi territory, to which they have responded with restraint.

Neither side appears to have achieved a substantial breakthrough. For several months, the Houthis have been preparing the population in areas they control in northern Yemen for renewed conflict with Saudi Arabia, signaling their intentions. IRG forces have had ample time to prepare, and while not taking the initiative, they have monitored the Houthi buildup closely and have been ready with pre-emptive strikes and counter-attack plans.

The Houthis’ tactical objectives remain unclear, but their primary goal appears to be pressuring the Saudis to return to negotiations with a better offer. The Houthis are dissatisfied with the progress of Omani-sponsored negotiations aimed at ending the civil war that began in 2014 and has been effectively paused since a de facto ceasefire in 2022.

In line with seeking a better deal, the Houthis have threatened shipping, claiming their attacks target only Saudi-identified vessels, but targeting errors have occurred. There have been no reported attempts against Western or Asian vessels. The United States has stated that its ceasefire regarding Red Sea shipping remains in force and has warned that breaking this status quo would prompt a repeat of Operation Rough Rider, which the Houthis found bitter last time. The EU’s Operation Aspides, protecting merchant vessels in the Bab el Mandeb, has not reported any attacks on escorted ships, and merchant traffic through the southern Red Sea is being maintained.

One area where the Houthis are seeking tactical gains is along the front-line south of Hodeida, where the IRG-held coastal plain meets the Houthi-held mountains. They appear to be trying to break through to the sea. They have also heavily attacked port facilities and coastal shipping along the IRG-held coastline, particularly in Mocha and the small port of Khawkhah. The Tanzanian-flagged coastal ferry Tihama (IMO 1031329), operating in the Bab el Mandeb, suffered several missile hits, killing four Pakistanis, an Indonesian, and two Yemeni Coastguard rescuers, before being brought into the port of Ras Menhali. The formerly Indonesian-flagged landing craft Amir Khan 1468 (IMO 1088504), laid up in Ras Menhali, was also damaged but had no casualties as it was uncrewed. Both vessels have civilian roles, but the Houthis falsely claimed they were Saudi military supply ships. This appears to be a deliberate operation to shut down civilian coastal traffic serving IRG-controlled areas in conjunction with the landward offensive.

By seizing more coastline south of Hodeida, the Houthis would enhance their grip over the southern Red Sea, giving them bargaining power similar to what the IRGC has over the Strait of Hormuz. So far, the Houthis have made little progress and have suffered heavy casualties, while IRG forces have held their positions.

The limited resumption of hostilities has achieved nothing for the Houthis so far. It has served as a rallying call for IRG forces, whose military performance has been resilient and much improved. A forthcoming televised speech by Houthi leader AbdulMalik al Houthi on Thursday, August 20, may provide an opportunity for a restatement of war aims and possibly an adjustment in direction.
