The United States has launched an economic campaign described as an economic D-Day, aimed at isolating Iran from the global economy and threatening penalties against entities that continue to do business with Tehran. This initiative is part of Washington’s broader effort to sever the trade lifeline that has supported Iran’s economy during nearly six months of conflict.
While enforcement details remain unclear, the threat could put the U.S. on a collision course with some of Iran’s major trading partners. China, as the largest buyer of Iranian oil, plays a crucial role in Tehran’s access to the global economy, accounting for about 90% of its oil exports, according to U.S. government data. In 2025, China reported $9.96 billion in bilateral trade with Iran, excluding an estimated $31.2 billion in unreported Iranian crude oil exports, according to the U.S.-China Economic and Security Review Commission. Independent Chinese refiners, which often rebrand Iranian crude as Malaysian or Indonesian and settle transactions through intermediaries outside the dollar system, have been targeted by U.S. Treasury sanctions this year, though Chinese financial institutions have been spared. Beijing has openly opposed U.S. sanctions, arguing that economic pressure will not resolve disputes, and in May ordered domestic firms to disregard sanctions on five refiners linked to the Iranian oil trade. However, analysts suggest that while Beijing is unlikely to directly confront Washington, it will quietly increase compliance among state banks and oil companies to avoid entanglement, reflecting a gap between official statements and private practices.
The United Arab Emirates, located just 50 miles from Iran, has long been a major trading hub. Bilateral trade reached around $28 billion in 2024, with the UAE being Iran’s largest source of imports (over 30%) and third-largest export destination (12%, totaling over $7 billion), according to World Trade Organization data. Last week, the UAE moved to suspend all trade and financial transactions with Iran following two ballistic missiles fired toward Emirati territory, one targeting UAE-owned tankers. Iran has relied on UAE banks and its financial system for illicit transactions, and cutting off Iran would require more forceful actions from Emirati authorities to crack down on opaque financial activity, according to The Washington Institute. A former U.S. Treasury official noted that Washington must help Emirati leaders in Abu Dhabi convince Dubai’s leaders to cooperate.
Turkey maintains significant commercial ties with Iran, importing natural gas and exporting manufactured goods. Bilateral trade reached $5.7 billion in 2024, according to the Turkish Ministry of Foreign Affairs, with Ankara exporting machinery, chemicals, and agricultural products while importing energy. Although Turkey has diversified toward other suppliers, it has not signaled an intention to cut Iran off.
Iraq, dependent on Iranian electricity and gas, has historically traded billions with Tehran. Iran renewed a five-year contract in March 2024 to supply up to nearly 660 billion cubic feet of natural gas annually, and electricity imports from Iran accounted for over 30% of Iraq’s generation in 2023, per the U.S. Energy Information Administration. Trade exceeded $10 billion in 2025, but has dwindled this year due to security risks and border disruptions. Iraq reportedly pays Iran around $4-5 billion annually for gas, and new sanctions could curtail those payments.
India, among Iran’s top five trading partners, saw bilateral trade fall to about $1.6 billion in the year ending March 2026, down from $2.3 billion in the year through March 2023, according to India’s Department of Commerce. India exports rice, tea, sugar, and pharmaceuticals, and imports fruits. In April, India resumed crude oil imports from Iran after a seven-year halt, following a temporary U.S. sanctions waiver. These trades may now be tested if Washington follows through on threats to sanction any entity procuring Iranian energy.
