UN Special Representative to Libya Hanna Tetteh said she discussed the Presidential Council’s recent decisions with Presidential Council Deputy Abdullah Al-Lafi, referring to the controversy surrounding the appointment of Abdulmajid Mliqta as head of the Libyan Intelligence Service, as well as the security situation in the city of Al-Zawiya.
In a statement published by the UN mission on Wednesday, Tetteh said the meeting took place on Tuesday and covered the latest political and security developments, along with the mission’s efforts to advance its UN-facilitated roadmap, including the mini-dialogue meetings, as well as ways to unify Libya’s military and security institutions.
According to the statement, Al-Lafi expressed his support for the UN-led political process and the outcomes of the Structured Dialogue, stressing the importance of addressing the core issues necessary to achieve peace and stability and create the conditions for inclusive elections.
On Tuesday, Presidential Council member Mousa Al-Koni said he had neither approved nor signed the decision to dismiss and appoint the head of the General Intelligence Service.
He added that any decision attributed to the Presidential Council on this matter lacks the essential legal requirement of being issued collectively by the Council in accordance with the Libyan Political Agreement, and therefore carries no legal effect.
On Sunday, the Presidential Council issued a decision dismissing Hussein Al-Ayeb as head of the General Intelligence Service and appointing Abdulmajid Mliqta, who is considered close to Prime Minister Abdul Hamid Dbeibah, as his replacement.
