According to The Maritime Executive, a dramatic turn of events occurred last December when UAE-backed Southern Transitional Council (STC) forces were forced to surrender most of the autonomy they had gained in southern Yemen. An STC attempt to seize eastern areas failed after local forces put up unexpected opposition and both Saudi Arabia and Oman mounted a robust military response.
Two immediate outcomes followed this unsuccessful operation. The UAE announced shortly afterward that it had finished pulling its troops out of Yemen by January 3, 2026, executing the withdrawal with remarkable speed and efficiency. This left the STC forces—which the UAE had funded, trained, and equipped—without a sponsor. As a result, these forces either disbanded or switched their loyalty to the Internationally Recognized Government (IRG).
The IRG, greatly encouraged by this turn and backed by Saudi Arabia, began integrating all semi-independent militias nominally under its authority into a unified command structure. A crucial part of this effort involved collecting fingerprint and facial records of every person in uniform, stored on a digital ID card without which salaries were no longer issued.
Whether the IRG will enhance its military effectiveness remains to be seen, given that STC-aligned forces were generally better trained and led than others in the coalition. Still, the consolidation process continues across numerous government departments, leading to much closer coordination by the Yemeni Coast Guard of the various marine patrol units that previously operated independently on stretches of coastline they taxed and controlled.
Significantly, when they pulled back, the Emiratis stated they were not giving up their regional security ambitions but intended to pursue them through different means. Nearly a year later, some pro-STC sentiment lingers on the Yemeni mainland, though it is definitely suppressed. The Emiratis still hold influence in the Socotra Archipelago and along the southern Somali coast of the Gulf of Aden. If the Emiratis originally aimed to control the two choke points vital to their position in global trade, these Gulf of Aden positions still give them oversight of the Maritime Security Transit Corridor (MSTC).
The purpose behind the Emiratis building airfields on Abd Al Kuri, Perim, and Zuqar was never clear. No aircraft were stationed there, except possibly drones on Perim. A few visits by light aircraft making quick turnarounds were observed—as might be needed to support a small military presence. The larger civilian airfields where the Emiratis kept a presence—at Hadibo on Socotra, Bosaso and Berbera on the Somali coast, and Assab in Eritrea—saw larger Emirati aircraft and a more obvious Emirati footprint, such as the EL/M-2084 coastal surveillance radar that used to operate from Bosaso.
These airfields have not made any clear contribution to maritime security. The airfields in the Red Sea may have supported anti-smuggling operations by the National Resistance Forces, which were previously backed by the STC but are now supported on Perim Island by regular Saudi C-130 aircraft appearances. Conceivably, the airfields could have been developed as contingency and diversionary airstrips. They might also be used to resupply automated intelligence collection facilities with very minimal staffing positioned atop island high points, possibly part of the Crystal Ball intelligence-sharing network. However, no evidence supports such speculation. While the airfield network construction appears defense-sponsored, little defense utility or maritime security benefit from the investment has yet become evident. If there was such a use, it was likely of an intelligence collection nature.
For now, therefore, the Emirati presence is limited to Somaliland and Socotra, where the Emiratis clearly have a strong determination to maintain their commercial and political influence, despite pushback from the Saudi Task Force 808 garrison. During times of tension in the Gulf of Aden or when political circumstances shift, these lily-pad presences could be quickly reinforced.
Such a time could be approaching. Tensions between the Houthis and the Saudis are increasing, as the Houthis grow impatient that lengthy negotiations have yielded neither financial subsidies nor a lifting of the blockade. The Houthis are somewhat unrealistically demanding unpaid salaries worth $13 billion, effectively the payroll for Houthi fighters in the field, battling those from whom they now seek payment. Mass mobilizations the Houthis are conducting in their tribal areas in North Yemen may be a political tactic to strengthen a hardline bargaining position with the Saudis—but they could also be a prelude to renewed warfare and a breakdown of the ceasefire that has largely held since April 2022. The Houthis may yet be pushed by the IRGC into causing disruption in the southern Red Sea and the Gulf of Aden, pressure they have resisted so far but which has increased since fraternal bonds were heated up during the funeral of the late Supreme Leader Ali Khamenei.
