Senegal to Offer 109 Oil and Gas Blocks to Investors – News and Statistics

Senegal plans to make 109 oil and gas blocks available to both local and foreign investors, according to the country’s Energy and Petroleum Minister, El Hadji Abdourahmane Diouf, as reported by OilPrice.com. The minister indicated that only four of Senegal’s 113 oil and gas blocks are currently under contract, with the remaining 109 set to be placed on the market.

Diouf stated that the president’s objective is to develop local leaders within the energy, oil, and gas sectors. The move to open these blocks follows a series of offshore discoveries over the past decade that have established the petroleum industry in the West African nation.

Recent Project Milestones

Senegal’s first oil project commenced in 2024, and liquefied natural gas exports began a year later from a gas project located offshore Senegal and Mauritania. The launch of the initial oil project in 2024 contributed to record economic growth for the country.

Australia-based Woodside Energy achieved first oil at the Sangomar oil project in June 2024. The Sangomar Field Development Phase 1 is a deepwater project that includes a stand-alone floating production storage and offloading facility with a nameplate capacity of 100,000 barrels per day, along with subsea infrastructure designed to permit subsequent development phases, according to Woodside.

Thierno Ly, general manager of Senegal’s national oil company Petrosen, commented at the time that first oil from the Sangomar field represented a new era for the country’s industry, economy, and people.

A year after the Sangomar milestone, BP, acting as operator, safely loaded the first LNG cargo for export from Phase 1 of its Greater Tortue Ahmeyim project offshore Mauritania and Senegal. Phase 1 at Greater Tortue Ahmeyim is set to produce approximately 2.3 million tons of LNG per year, and the project is expected to produce LNG for more than 20 years, according to BP.
