Amid a budget deficit and a lack of ideas about how to boost economic growth, the Russian authorities are returning to a problem they’ve been trying to fix since the early 2000s — the lack of long-term finance in the economy. This time, the finance ministry is proposing a new way to get hold of the pension savings of tens of millions of people to channel into investments.
