Putin meets South African and Egyptian leaders in New Delhi
Vladimir Putin, the president of Russia — an aggressor state — held separate meetings with South African President Cyril Ramaphosa and Egyptian President Abdel Fattah el-Sisi in New Delhi, India, on September 11. The talks took place on the sidelines of the BRICS summit.
Talks with the South African president
During the conversation with Ramaphosa, Putin spoke about the development of bilateral relations between Moscow and Pretoria, including political dialogue, interparliamentary contacts, educational and humanitarian cooperation. According to him, bilateral trade continues to grow, and Russia has increased the scholarship quota for students from South Africa to 100 places in the 2026–2027 academic year.
Putin also thanked South Africa for supporting Russian initiatives at the UN and announced preparations for the third Russia–Africa summit, scheduled to take place in Moscow on October 28–29. Among the event’s stated priorities, he named digital technologies, artificial intelligence, nuclear energy, payment systems and food security.
Ramaphosa thanked Putin for supporting South Africa’s G20 presidency, said that trade could be expanded, and reported that Pretoria would send a strong delegation to the Russia–Africa summit, Anadolu Agency reports.

Cooperation with Egypt
At the meeting with Abdel Fattah el-Sisi, Putin said that trade turnover between Russia and Egypt is growing and that major joint projects are being implemented on schedule despite difficulties. He invited the Egyptian president to Moscow for the summit in October and stressed the importance of Egypt’s position on regional and global issues.
El-Sisi said that bilateral trade had exceeded $10 billion. He also mentioned the construction of the El-Dabaa nuclear power plant, which is being built by the Russian company Rosatom.
The Egyptian president noted that the country is heavily dependent on grain imports from Russia and Ukraine, making supply stability important for Cairo. According to him, Egypt hopes to cooperate with Moscow and other parties for regional stability.
Putin arrived in India to attend the 18th BRICS summit, scheduled for Saturday and Sunday. Earlier, he also held talks with Indian Prime Minister Narendra Modi.
