Party General Secretary and President To Lam begins state visit to Russia

During a meeting with Chairman of the Communist Party of Russia Gennady Ziuganov, Mr Lam asked the Communist Party of Vietnam and the Communist Party of Russia to continue effectively implementing the Agreement on expanding and deepening their relations. He particularly stressed the need to strengthen high-level delegation exchanges and information sharing on each Party’s major activities, while supporting cooperation between the mass organisations of the two Parties, with particular attention to youth organisations. Mr Zyuganov said the two sides should continue to implement their agreements, further strengthen the traditional friendship and good cooperation between the peoples of Vietnam and Russia.

In the afternoon, Mr Lam received representatives of the Russian War Veterans’ Association and the Russia-Vietnam Friendship Association. He called on their members to continue working with people’s organisations of the two countries to serve as bridges of people-to-people diplomacy, particularly by exploring practical forms of engagement for young people – the force that will directly inherit and write new chapters in Vietnam–Russia relations.

Also on Monday afternoon, at a meeting with officials and staff of the Vietnamese Embassy and representatives of the Vietnamese community in Russia in Moscow on Monday, Mr Lam affirmed that the Party and State always pay close attention to and make every effort to better protect the legitimate rights and interests of Vietnamese communities abroad, while creating favourable conditions for them to maintain ever-closer ties with their homeland.

“The Party Central Committee, the Politburo and the Party Central Committee’s Secretariat have issued a number of resolutions and policies for national development and calling for the concerted efforts of the entire political system and people in the national development process. These resolutions set out goals for Vietnam’s development model in the years ahead, with a vision extending beyond 2045 to over the next 100 years,” said Mr Lam.

He elaborated that the resolutions address how Vietnam should develop, what development model it should pursue, how it should leverage science and technology, how it should integrate into the international community, and how different sectors should be developed. “In the past, Vietnam’s development relied on cheap labour and the exploitation of natural resources. Now, we need to carefully consider our options, embrace innovation and identify the right direction for the country’s future development,” said Mr. Lam.

The General Secretary and President expressed his hope that Vietnamese scientists, experts and intellectuals in Russia, drawing on their knowledge, experience and valuable networks of cooperation, will continue to promote creativity, mettle and a strong sense of responsibility, serving as pioneers in connecting knowledge, science and technology and developing new cooperation initiatives.

He urged Vietnamese entrepreneurs in Russia to continue serving as key drivers of economic, trade and investment cooperation, strengthening business-to-business links between the two countries and helping expand cooperation into new areas that match the development potential and needs of both Vietnam and Russia.
The Party and State leader asked Vietnamese representative agencies in Russia to continue renewing their thinking and improving the quality of research, forecasting and strategic policy advice. He urged them to make greater efforts to implement agreements reached by the leaders of the two countries, thereby deepening the Vietnam-Russia comprehensive strategic partnership across all fields.

He also called on them to continue supporting the Vietnamese community and its associations, further improve citizen protection efforts, firmly strengthen the great national unity bloc, and create favourable conditions for Vietnamese people in Russia, particularly the younger generation, to make active contributions to national development and defence.
