Mozambique: President Chapo holds talks with Angolan counterpart João Lourenço in Luanda

President Daniel Chapo on Wednesday held a high-level meeting with his Angolan counterpart, João Lourenço, in Luanda, on the sidelines of the first edition of the Global Tourism Forum – Angola Investment Summit 2026, at a time when Mozambique and Angola are seeking to deepen economic and trade cooperation.

Strengthening air links between Luanda and Maputo, attracting foreign investment and implementing strategic projects were at the centre of the talks.

The two Heads of State reviewed the current state of bilateral cooperation and reaffirmed their political commitment to promoting new development opportunities for both countries.

Among the issues that dominated the agenda was the strengthening of economic and trade cooperation. The two leaders examined mechanisms to accelerate the implementation of existing agreements and open new avenues of partnership in sectors considered strategic to both economies.

Another issue of major importance was the increase in air connections between Luanda and Maputo. Currently, the two capitals are linked by five flights a week, but there are plans to move towards daily flights, a measure that could facilitate the movement of people and goods, stimulate tourism and bring businesspeople from the two countries even closer together.

This was not the first contact between Daniel Chapo and João Lourenço. The two Presidents had previously met in Angola during Chapo’s official working visit to Luanda in May 2025, when they witnessed the signing of five cooperation agreements in areas such as transport, tourism, culture and social affairs.

This meeting represents at least the second official meeting between the two leaders since Daniel Chapo assumed the Presidency.

Alongside the meeting with João Lourenço, Daniel Chapo pursued an intensive diplomatic and economic agenda. The Head of State met the Secretary-General of UN Tourism, the President of the World Tourism Forum Institute and several international investors interested in investing in the Mozambican market.

Potential partners included representatives of OPAIA Group, Emerald Group, companies from the United Arab Emirates and Mota-Engil, all of whom expressed interest in investing in sectors such as tourism, infrastructure, logistics and agro-industry.

Working meetings with Khalid Hassan Algahtan, Chairman and CEO of Rikaz Holding, and Carlos Mota Santos, Chairman and CEO of Mota-Engil, focused on establishing strategic partnerships capable of boosting investment and accelerating Mozambique’s economic development.

The discussions also explored opportunities in areas considered priorities, namely infrastructure, logistics, human capital and tourism.

According to the Presidency, the relevant national institutions, including the Agency for Private Investment and Export Promotion (APIEX), the Central Office for Reforms and Strategic Projects of the Presidency of the Republic, and sectoral ministries, will closely monitor these processes to ensure that investment intentions are translated into concrete results.

“Overall, we consider this visit to have been extremely positive and productive,” said the President of the Republic.

He assured that, during his visit to Luanda, results were achieved that reinforce Mozambique’s strategy of active economic diplomacy, aimed at attracting investment, creating jobs and promoting sustainable economic development.
