Morocco Establishes Four Institutes to Drive AI, Industry, and Smart Cities

Agadir – Morocco has established four public-interest groups dedicated to artificial intelligence, education, industry, and smart cities, following the publication of joint decisions approving their constitutive agreements in the country’s Official Gazette.

The Ministry of Digital Transition and Administration Reform said the four institutions, the Jazari Nucleus Institute, Jazari Institute for Education and Technological Innovation, Jazari Industry X.0 Institute, and Jazari Smart City Institute, are designed to support Morocco’s national ambitions in artificial intelligence and digital transformation.

The institutes cover several strategic areas, including AI, digital infrastructure, education, industrial modernization, and smart-city development.

The initiative is the result of work led by the Ministry of Digital Transition and Administration Reform under the supervision of Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform, Amal El Fallah Seghrouchni, in partnership with government departments, public institutions, universities, and economic stakeholders.

According to the ministry, the initiative seeks to translate Morocco’s national orientations in artificial intelligence into concrete applications.

The ministry said the establishment of the institutes comes as part of efforts to move from strategic planning toward the practical implementation of Morocco’s AI ambitions.

“The establishment of these institutes is the fruit of a process aimed at translating national orientations in the field of artificial intelligence into practical applications,” the ministry said.

Focus on sovereign AI

The Jazari Nucleus Institute will focus on training, research and development, technological development, and innovation in artificial intelligence.

Its areas of specialization will include data centers, high-performance computing, digital storage systems, and sovereign AI. The institute will also contribute to developing national expertise, modernizing public administration, and improving public services.

The creation of the institute is part of Morocco’s broader effort to strengthen digital sovereignty and develop national capabilities in emerging technologies.

The ministry has previously described the Jazari network as a key component of the Maroc IA 2030 roadmap, which places digital sovereignty, national skills development, innovation, and the adoption of AI among its priorities.

Transforming education through AI

The Jazari Institute for Education and Technological Innovation will focus on supporting the digital transformation of Morocco’s education system.

Its activities will include developing data- and AI-based solutions, fostering future skills among learners, and strengthening teachers’ capabilities.

The institute is expected to connect technological innovation with the needs of the education sector, in line with Morocco’s broader efforts to integrate digital technologies and AI into public services.

Industry 4.0 and “Made in Morocco”

The Jazari Industry X.0 Institute will focus on the modernization of Moroccan industry through digitalization, artificial intelligence, and Industry 4.0 technologies.

The institute will also seek to bridge the gap between scientific research and industrial applications by supporting the development of innovative solutions and strengthening the competitiveness of Moroccan-made products.

Building smarter Moroccan cities

Meanwhile, the Jazari Smart City Institute will develop and test digital solutions designed for Moroccan cities.

Its areas of focus will include the digitalization of public services, smart resource management, data-driven urban planning, and strengthening sovereignty over urban data.

The institute is therefore expected to connect AI and digital innovation with urban development and the management of public services at the local level.

The ministry said the move “marks an important milestone” in efforts to establish the institutional framework for the institutes, support research and innovation, develop national skills, and strengthen Morocco’s digital sovereignty.

The Jazari Institutes were initially presented in January 2026 as part of Morocco’s Maroc IA 2030 strategy, with the Jazari Nucleus Institute serving as the founding nucleus of a broader national network of AI centers of excellence.
