Morocco Backs Dialogue Driven Transition In Guinea-Bissau

At a meeting of the Council of Peace and Security of the African Union (AU PSC), Morocco restated its support for stability and national unity in Guinea-Bissau, as the country continues its political transition and faces a fragile security environment.

The Moroccan delegation said that Guinea-Bissau needs a political process built on dialogue that brings together transitional authorities and a wide range of political and social actors. It argued that trust between institutions and citizens cannot grow without steady communication and open consultation, which remain key conditions for lasting stability.

On security matters, Morocco said reforms of the security sector should involve national stakeholders and follow clear principles of governance, respect for human dignity, and democratic practice. It added that stronger state institutions and improved relations between citizens and public authorities can reduce the risk of renewed crisis.

The delegation also described a difficult humanitarian and social situation. It pointed to insecurity, population displacement, weak infrastructure, and persistent poverty that affect vulnerable communities. It also referred to pressure on external support systems, including changes linked to funding from the United States Agency for International Development, which could deepen existing social strain.

Morocco proposed a broader approach that links security with development and social recovery. It said that progress depends on expanding economic opportunities for young people and women, while improving access to basic services and strengthening community resilience. 

The delegation also expressed support for informal consultations between the Peace and Security Council and Guinea-Bissau’s transitional authorities as a practical step to sustain dialogue.

Morocco further urged stronger coordination between the Economic Community of West African States, the African Union, and the United Nations to ensure a unified response to the country’s challenges. It also said political actors in Guinea-Bissau should respect constitutional order and keep dialogue at the center of the transition process in order to preserve national stability.
