The arrests occurred on Monday in the cities of Marrakech and Tangier, Moroccan police told AFP.
Police said Interpol Red Notices had been issued for 10 of the suspects, which could entail their extradition.
Those arrested were six French-Moroccans, three Belgian-Moroccans, and a Dutch-Moroccan, the police said, while the 11th suspect was a French national.
They faced charges of international drug trafficking, money laundering and fraud, the police added.
