Moroccan Bar Association Extends Strike Despite New Legal Profession Law

Casablanca – The Moroccan Bar Association has decided to continue its suspension of professional services following an extraordinary meeting of its council held on Thursday, August 27, 2026, at the Rabat Bar Association Club.

The decision comes despite the entry into force of Law No. 66.23 on the legal profession, which was published in the Official Gazette and is now in effect.

According to a notice issued by the association, the extraordinary meeting began at 10.30 a.m. and continued until 8 p.m. The association’s office then held a separate meeting, with deliberations continuing until 2 a.m. on Friday.

Following the meeting, the office decided to maintain the suspension of professional services. It said a detailed statement would be issued on Friday evening, August 28, containing the conclusions of the meeting and the decisions that were adopted.

According to converging reports, most interventions during the meeting opposed returning to work and called for continuing the professional protest. Some participants, however, called for de-escalation and a return to work after weeks of tensions, particularly following the publication of the new law in the Official Gazette.

Law No. 66.23 on the organization of the legal profession entered into force on Thursday, August 20, following its publication in the Official Gazette.

Earlier this month, the Constitutional Court ruled that it could not examine the referral concerning the law’s conformity with the Constitution in its current form. The court ordered that a copy of its decision be sent to the head of government, the speakers of both chambers of Parliament, and published in the Official Gazette.
