LISA Leads Talks on Certifying Biofertilizer Importers

Monrovia, May 27, 2026 — The Liberia Standards Authority (LISA) has launched high-level discussions with Green Cities to develop a certification process for importers of biofertilizer and biopesticide products.

The initiative aims to strengthen agricultural input quality and regulatory compliance nationwide.

Speaking at the Ministry of Information’s weekly press briefing in Monrovia, Deputy Information Minister Daniel Sanoe disclosed that the engagement, supported by ECOWAS, brings together key stakeholders to develop standardized testing and certification systems for bio-based agricultural products.

According to Sanoe, the meeting was led by LISA Director General/CEO Stephen Mambu, alongside Hon. Koakun Emmanuel Myers, Deputy Director for Technical Services; Mr. Patrick A. Blamo, Head of Inspections and Certification; and Mrs. Konah Okai Reeves, Head of Testing. Green Cities was represented by Program Manager Dalitso Kuphanga and Processing and Production Manager Joseph Kpala.

The discussions focused on reviewing the characteristics, production methods, raw material inputs, and active ingredients of biofertilizer and biopesticide products. Certification requirements, laboratory testing standards, and conformity assessment procedures were also addressed.

This initiative is intended to bolster sustainable agricultural input systems, ensure product safety, and align with regional trade standards across West Africa.

During the meeting, technical teams assessed Liberia’s current laboratory testing capacity, identified gaps in the national quality infrastructure, and agreed to develop a structured technical collaboration framework. Under this framework, LISA will lead the creation of testing protocols, conformity assessment procedures, and certification pathways.

The framework is expected to ensure that biofertilizer and biopesticide products imported to or produced in Liberia are safe, standardized, and legally compliant for commercialization.
