Kenya and Lesotho Deepen ICT Regulatory Cooperation on National Addressing System

Kenya’s National Addressing System seeks to assign a verifiable address to every street, building and parcel of land in the country.

The Communications Authority of Kenya (CA)  is hosting a delegation from the Lesotho Communications Authority (LCA)  for a benchmarking engagement focused on Kenya’s implementation of the National Addressing System (NAS) and the legal and regulatory frameworks supporting it.

The engagement is aimed at sharing knowledge and regulatory experiences around national addressing systems, which are becoming increasingly important to digital commerce and public services across Africa.

Kenya’s National Addressing System seeks to assign a verifiable address to every street, building and parcel of land in the country. The system is expected to support the growth of e-commerce, particularly last-mile delivery services, while also improving the provision of emergency services by making locations easier to identify quickly.

The Communications Authority of Kenya has played a key role in advancing the regulatory framework for the initiative. The authority has been instrumental in spearheading the draft National Addressing System Bill, 2025, alongside national addressing standards developed jointly with the Kenya Bureau of Standards.

The CA said hosting the Lesotho delegation is consistent with its broader objective of promoting regional regulatory cooperation as a mechanism for strengthening ICT ecosystems across Africa.

As more African countries pursue national addressing initiatives, benchmarking engagements between regulators are providing opportunities to exchange experiences and shape how such systems are designed, implemented and regulated.

The Kenya-Lesotho engagement therefore highlights the growing importance of cross-border regulatory cooperation in supporting digital infrastructure, e-commerce and technology-enabled public services across the continent.
