In a swift administrative move, Colombia’s newly appointed Minister of the Interior, Rodrigo Lara Restrepo, has temporarily suspended the signing of new contracts, contract extensions, and personnel appointments within the ministry.
The decision, formalized through Internal Circular No. 4 and signed on August 7, 2026, marks the first major administrative action by Lara Restrepo since joining President Abelardo De la Espriella’s cabinet.

The suspension remains in effect until August 20, 2026, and explicitly freezes four key areas of administrative action. First, it halts the hiring of new professional or management support services. Second, it suspends the signing of any contract involving economic commitments for the Ministry of the Interior, regardless of the contract’s nature or modality.
Third, the directive freezes all extensions, additions, or modifications to currently active contracts. Finally, the provision of employment, including direct appointments or commissions, will now strictly require the prior and express approval of the Minister.
The official document does outline specific exceptions to prevent the paralysis of essential ministry functions. The suspension will not apply to procedures deemed indispensable for guaranteeing the continuity of public services, complying with judicial orders, or addressing situations of manifest urgency. However, any procedure carried out under these exceptions must be properly reported and submitted directly to the Minister’s office for consideration.
