Inkomoko South Sudan, DigiCash sign landmark partnership to expand financial access for displacement-affected communities

Inkomoko South Sudan has officially signed a strategic partnership agreement with DigiCash, aimed at expanding financial access, tackling liquidity barriers, and advancing economic opportunities for private sector actors and displaced populations across the country.

The collaboration bridges the gap between digital financial services and micro-entrepreneurs in displacement-affected markets. By combining Inkomoko’s extensive business development and financial literacy networks with DigiCash’s accessible mobile money technology, the initiative introduces practical solutions to long-standing liquidity and transaction challenges.

Speaking during the signing ceremony, William Ngabonziza, the Managing Director of Inkomoko South Sudan, emphasized the transformative potential of the initiative, particularly for individuals previously locked out of the formal banking sector.

“All these clients working with the Inkomoko Worker, this year we’re working with 5,400. By the end of 2026, we’ll have worked with 11,000 business communities in South Sudan,” Ngabonziza stated.

“All these people, can honestly tell you that 90% of them, they’re first-time borrowers. They have never gone to banks to borrow money. So, we know that they need to be trained on how to access loans. And then we have to train them on how to do their transactions so that they know the business they’re doing, so that they know their benefits, they know what they can spend, and they know who they owe money to.”

Recognizing that technology must adapt to the local context to achieve genuine financial inclusion, the partnership prioritizes accessibility. De Chan Awuol, Executive Vice President of Digitel Holding Limited, highlighted that the DigiCash platform was intentionally designed with simplicity at its core to serve users across all literacy levels.

“Digital literacy, we all know, compared with the regions, is very low. And even the English literacy, not many people can read and write,” Awuol noted during the event.

“So, when we were developing DigiCash, we considered this challenge in our development. If you look at our solutions, they are simplified, so that you don’t need somebody to be well educated or to know English very well to access our service. Our solutions are very simple. You can also use these cards on a feature phone. You don’t need a very smart phone to access it. You can have a feature phone, dial with USSD, and you will get a service.”

Addressing financial security and corporate governance, Martin Oluoch, the Chief Operation Manager of Digitel Holding Limited, reassured stakeholders that the platform’s transactional boundaries are strictly aligned with national monetary policies.

“We limit daily transactions to $200 or equivalent in SSP. And at Tier 3, the limit is set at $2,000 or equivalent in SSP,” Oluoch explained.

“But the beauty of it all is that our transaction limits are built into the system, so we don’t have to remember it. There is a daily limit and there is a monthly limit, where for Tier 3, the monthly limit is set at $10,000 USD and a daily limit of $2,000 USD.”

This partnership marks a significant step forward in building sustainable livelihoods in South Sudan. By empowering first-time borrowers and rural entrepreneurs with both capital and user-friendly digital tools, Inkomoko and DigiCash are laying a resilient foundation for grassroots economic growth.
