HCS revokes membership of two members over UN-brokered 4+4 group participation

The High Council of State (HCS) voted Tuesday to revoke the membership of Abduljalil Al-Shawish and Ali Abdulaziz over their participation in the “4+4” mini-dialogue committee and signing of its agreement without the Council’s authorization.

The vote took place during the HCS’s 120th session in Tripoli, chaired by Mohammad Takala and attended by his deputies Naji Mukhtar and Omar Boushah, with the required quorum met.

The HCS said the decision followed an earlier suspension of the two members and was aimed at upholding its internal regulations, preserving the Council’s unity and ensuring members abide by its official decisions.

On April 23, the HCS voted to suspend any member who enters into political agreements without its explicit authorization.

The Council said on August 26 that it was not represented in the UNSMIL-facilitated 4+4 committee, which reached an agreement on the electoral framework and the reconstitution of the High National Elections Commission (HNEC) Board.

The committee signed the agreement on August 30 as part of efforts to implement the first two steps of UNSMIL’s political roadmap announced in August 2025.
