GCSO: Jamaican citizen faces Graves County charges in multimillion-dollar lottery scam | News
GRAVES COUNTY, Ky. — A Jamaican citizen was extradited to the U.S. on charges of defrauding American citizens in a lottery scam, with victims in Graves County incurring over $80,000 in losses.

The Graves County Sheriff’s Office said in a release that Graves County residents fell victim to the $250,000,000 lottery scam in Sept. 2025.
The GCSO said that several individuals were identified in Florida and Jamaica as suspects, with the fourth suspect identified leading to an arrest warrant being obtained for her arrest. That suspect was identified as 29-year-old Jenel Chrissancia Rowe who is known to live in both Florida and Jamaica.
The warrant states:
“The victims were scammed through the mail and was led to believe they were the recipient of $250,000,000 in lottery winnings and was instructed to deposit money directly into Rowes’ account to pay for IRS fees. Rowe has been identified as one of six co-conspirators who have been linked to these crimes.”
The release states the prosecutors are seeking charges of Theft by Deception and Engaging in Organized Crime.
Rowe was brought back to the United States by U.S. Marshals and was flowing into the Nashville International Airport where custody was transferred to Tennessee officials. She now faces extradition proceedings for her custody before she is transferred to the Graves County Sheriff’s Office to be prosecuted in Graves County.
Three other suspects also involved in the scam are being held in area jails while they await court proceedings.
