Gabon publishes law to reform power utility SEEG

The Gabonese government has unveiled a draft law aimed at creating an electricity company with mixed public and private ownership named “Électricité du Gabon” (Gabon Review, 26/06/2026). This entity will be tasked, on behalf of the State, with strengthening energy infrastructure, promoting the energy transition, and ensuring security of supply across the country.

This draft law forms part of a broader reform aimed at separating water and electricity activities from the Société d’Énergie et d’Eau du Gabon (SEEG) and establishing dedicated and specialised public operators for the electricity sector. 

SEEG is Gabon’s single integrated power utility and has an installed capacity of 450 MW, accounting for around 60% of Gabon’s installed capacity. The company was renationalised in 2019 but faces many difficulties, including delayed maintenance, losses due to direct connections, and the default on payment to Karpowership and the subsequent shutdown of the floating power plant.
