FSM National Postal Service Reaches Key Milestone Toward Resuming Package Mail Service to the United States – FSM Government


PALIKIR, Pohnpei – July 10, 2026 – The National Postal Service (NPS) of the Federated States of Micronesia (FSM), on June 11, 2026, has entered into an agreement with one of the required U.S.-based firms, SafePackage, to resume outbound package mail service to the United States, while ensuring compliance with the new U.S. customs requirements.

Earlier this year, in January, the Office of the President and NPS announced the temporary suspension of outbound package mail service to the United States until a customs compliance mechanism was established to meet new U.S. customs requirements.

With the agreement now in effect, the NPS is working with SafePackage to establish the customs compliance mechanism necessary to enable the resumption of package mail service, as soon as possible and no later than early August 2026. The public will be informed as soon as our post offices are ready to receive parcels for mail to the US.

SafePackage is a U.S.-based customs compliance provider that will assist the NPS in meeting U.S. Customs and Border Protection (CBP) requirements for outbound package shipments. Under the agreement, SafePackage will process required customs information, remit applicable duties on behalf of the NPS, and support customs compliance for package shipments entering the United States.

“The National Postal Service has taken the necessary steps to comply with the new U.S. customs and import requirements,” said FSM Postmaster General Epel K. Ilon. “This agreement will help facilitate the return of package service to the United States. Although it is limited to items for personal use only, as items for commercial purposes have remained prohibited from shipment through the post office since the first Amended Compact. I see this agreement as important to giving our people some benefits rather than nothing at all.”

Customers should not expect significant changes to existing mailing procedures under the new service agreement. However, additional information regarding the contents of outbound packages will be required to meet U.S. customs requirements. Customers should also expect additional charges associated with the new customs process, including applicable tariffs and a service charge. Details of these charges will be published and available at all post offices.

Further information, including the official service resumption date, updated mailing requirements, and customer guidance, will be announced by the NPS as implementation progresses. Updates will also be available on the National Postal Service website at https://nps.fm.
