Madam President,
I would like to begin by thanking the Assistant Secretary-General, Ms. Martha Pobee, for her briefing.
Belarusian authorities have indicated that a Belarusian national was killed and nine others were injured—including six children—in an alleged Ukrainian drone attack on a bus traveling through the Bryansk region of Russia. An independent inquiry must be conducted to shed light on the sequence of events.
France calls for respect for international humanitarian law at all times and in all places. These principles—in particular those of distinction, precaution, and proportionality—must be applied in all circumstances. Civilian populations must always be protected. Due to their particular vulnerability, children must be afforded special protection as provided for by international humanitarian law.
Madam President,
By allowing the Russian military to invade Ukraine from its territory in 2022, Belarus made itself an accomplice to a major violation of international law.
France once again calls on the Belarusian authorities to cease supporting Russia’s war effort against Ukraine.
France also calls on the Belarusian authorities to continue and accelerate the process of releasing political prisoners—which is a positive development—as well as to put an end to politically motivated convictions and imprisonments.
Madam President,
France reaffirms its unwavering support for Ukraine in its legitimate defense against the relentless aggression it is facing, as guaranteed by Article 51 of the United Nations Charter.
This is evidenced by the consensus that emerged at the recent G7 summit in Evian in favor of increasing support for Ukraine and strengthening pressure on Russia. Meeting in Berlin on June 24, the leaders of France, Germany, the United Kingdom, Italy, and Poland confirmed this momentum.
It is high time for Russia to commit to peace and heed the call of the United Nations Secretary-General—supported by the vast majority of the Member States of this Council and beyond—for an immediate, comprehensive, and unconditional ceasefire.
Together with its partners, France supports proposals for a direct dialogue between Ukraine and Russia, with active European and American participation, in order to achieve a just and lasting peace based on the fundamental rules of international law.
After the missed opportunities of recent months, we call upon the Russian authorities to seize this offer of serious dialogue and to choose the path of de-escalation.
