DSTI and Limkokwing University Sign MoU to Advance Digital Innovation in Sierra Leone

The signing ceremony was held at the DSTI Conference Room at State House and brought together DSTI Director and Chief Operating Officer, Jasper Sembie; the Vice-Chancellor and Principal of Limkokwing University, Professor Miriam Conteh-Morgan, and representatives from both institutions.

The two-year agreement, which runs from June 2026 to June 2028, establishes a framework for joint action in digital skills development, innovation, entrepreneurship, mentorship, internships, and career advancement. It brings government, academia, and industry into closer partnership to create practical pathways for young people in technology, design, innovation, and the creative sector.

In his welcoming remarks, Director Sembie described the partnership as a strategic step in creating opportunities for young people and supporting the development of future leaders. He said the collaboration will focus on mentorship, skills development, and practical exposure that prepare students and graduates for their educational and professional futures.

Director Sembie noted that DSTI has supported technology graduates through employment opportunities, internship placements and career development. He highlighted the recent selection of three graduates he recommended for scholarships in South Korea, where they will pursue Master’s degrees in Artificial Intelligence and E-Governance.

He expressed confidence that the MoU will advance the shared goals of both institutions and lead to meaningful outcomes for students, graduates and the wider innovation ecosystem.

Speaking on behalf of Limkokwing University, Professor Conteh-Morgan welcomed the formalisation of the partnership and reflected on the strong relationship already built between the two institutions. She noted that several Limkokwing graduates and interns have secured opportunities at DSTI, demonstrating the value of their ongoing cooperation.

Professor Conteh-Morgan described technology and innovation as central to the work of both institutions and welcomed the opportunity to combine their expertise, technical capacity and commitment to youth development.

Through the partnership, DSTI and Limkokwing University will pursue joint training programmes, hackathons, innovation challenges, internships, mentorship opportunities and research collaboration. Students and faculty members will gain greater industry exposure, with access to DSTI’s Digital Learning Hub platforms and relevant resources. The partnership will give attention to the inclusion of girls and underserved young people across its activities.

The MoU signals a stronger working relationship between one of Sierra Leone’s leading public institutions for technology and innovation and a leading academic and professional training institution. This is expected to support the country’s digital transformation agenda by equipping young people with relevant skills, practical experience and opportunities to contribute to national development.
