Congress Passes Resolution to End the United States Involvement in Iran – ASIL

On June 23, 2026, both chambers of the United States Congress successfully passed a concurrent War Powers Resolution directing President Donald Trump to terminate U.S. military involvement in Iran. Following an initial 215–208 vote in the House of Representatives on June 3, the measure advanced to the Senate, where it narrowly passed by a 50–48 vote.

The 1973 War Powers Act governs this conflict, requiring the President to withdraw armed forces within 60 days unless Congress authorizes an extension. Since operations began in February, the conflict has generated domestic opposition, created economic discomfort, and exacerbated a humanitarian crisis. President Donald Trump has not sought congressional approval for the conflict, which has now continued for over 90 days, asserting instead that an April ceasefire agreement with Tehran satisfied the statutory requirements despite ongoing active fighting.

Since the measure constitutes a concurrent resolution, it does not require a presidential signature and lacks legally binding enforcement power. However, it establishes an official congressional stance against the administration’s war execution, which resolution sponsor Representative Gregory Meeks characterized as a “significant bipartisan rebuke” of an illegal war.
