Colombia Repeals Mining Restrictions to Boost Investment and Copper Exploration – News and Statistics

Colombia’s new government has repealed 10 resolutions that restricted natural resource exploration and extraction, a move aimed at reviving mining investment and tapping the country’s largely unexplored copper potential. The announcement was made by Mining Minister Maria Nohemi Arboleda at a mining conference in Cartagena, as reported by local newspaper La Razón. The measures, introduced under the previous administration, had limited activity in designated areas under stricter environmental and land-use policies. Arboleda said the mining districts were intended to bring order to land use and support mining regions, but they were poorly designed and ended up discouraging investment and exploration, harming small-scale mining and formalization efforts.

The repeal is an early test of whether President Abelardo De La Espriella can turn his pro-investment agenda into actual exploration spending and mine development. Colombia holds significant copper, gold, coal, and nickel resources, but lengthy permitting, regulatory uncertainty, and security risks have kept much of the country underexplored. De La Espriella, who took office last month on a right-wing economic platform, has pledged to roll back restrictions on oil and mining to stimulate growth. His administration can make some changes by decree, such as simplifying administrative procedures, shortening licensing timelines, and streamlining community consultations, though more ambitious reforms may require legislative approval.

Arboleda emphasized the government’s intention to eliminate a large number of procedures and be agile in seeking results. This marks a sharp departure from former President Gustavo Petro’s policies, which had tightened environmental oversight under a green-energy agenda aimed at reducing fossil fuel dependence and steering mining toward strategic minerals with stronger protections. Among the measures scrapped was Decree 044 from January 2024, which allowed the Environment Ministry to establish temporary natural resource reserves in mining areas and suspend activities for up to 10 years to protect sensitive ecosystems like páramos. Regional restrictions also existed, such as in Antioquia, a key gold-producing region, where authorities had created a temporary renewable natural resources zone across six municipalities and suspended new mining permits for three years.

These restrictions had compounded industry concerns about Colombia’s tax burden, permitting delays, and security problems in mineral-rich areas. In the Fraser Institute’s 2025 survey of mining companies, Colombia ranked 42nd out of 68 jurisdictions overall and 57th for policy perception.

The regulatory reset could have its greatest impact on copper, where Colombia has substantial geological potential but minimal production. The Colombian Mining Association estimates the industry could attract up to $4 billion through 2030, with opportunities across copper, gold, coal, and nickel. Colombia sits on the Andean geological belt that hosts some of the world’s largest copper deposits, yet its output is marginal compared with regional leaders Chile and Peru. Atico Mining‘s El Roble, Colombia’s only significant producing copper mine, yielded 9.2 million pounds (about 4,200 tonnes) of copper in 2025, while Chile produced about 5.5 million tonnes and Peru 2.7 million tonnes.

The development pipeline includes projects such as AngloGold Ashanti‘s Quebradona, Cordoba Minerals’ Alacrán, Libero Copper‘s Mocoa, and Royal Road Minerals’ Guintar-Aleman-Margaritas. Colombia also launched tenders for 14 strategic copper areas in late 2025 under its 2024–2035 National Mining Development Plan, and copper is among 17 minerals designated as strategic. However, removing regulatory barriers alone will not turn deposits into mines. Large copper developments can require billions of dollars and take 15 to 20 years from discovery to production, making predictable permitting and regulation crucial.

Juan Ignacio Guzman, head of mineral consulting firm GEM, commented that Colombia could become a meaningful copper producer, but not on potential alone; it would require at least one, preferably two, large-scale mines reaching construction and steady-state. Security remains another hurdle, as illegal gold mining has expanded in parts of the country and is often linked to organized crime and narcotics trafficking, raising costs and risks for legitimate operators. De La Espriella’s challenge extends beyond dismantling his predecessor’s restrictions; attracting the billions of dollars the industry says are available will require faster approvals, regulatory stability, community support, and improved security.
