Boulos: Time to implement 4+4 agreement and move Libya toward elections

US President’s Senior Adviser for Arab and African Affairs Massad Boulos has called for building on the agreement reached by Libya’s 4+4 Small Dialogue Committee and moving forward with its implementation, describing it as a step that can help advance Libya’s political process toward national elections and the unification of state institutions.

In a post on his X account on Monday, Boulos said, “The signing of the agreement represents an encouraging step forward in Libya’s political process,” praising the parties for “their constructive engagement and for reaching agreement on key electoral issues.”

“Now is the time to build on this momentum, move forward with implementing what has been agreed, and make further progress toward holding national elections, unifying state institutions, and building a stable and prosperous Libya,” Boulos added.

His remarks came after members of the 4+4 Small Dialogue Committee signed an agreement on Sunday at the headquarters of the United Nations Support Mission in Libya (UNSMIL) in Tripoli. The agreement addressed key electoral issues as part of efforts to overcome the political deadlock that has hindered consensus on electoral laws and the formation of the Board of the High National Elections Commission (HNEC).

The agreement focuses on completing the first two steps of the roadmap launched by UNSMIL in August 2025, concerning the formation of the HNEC Board and amendments to the electoral laws. Boulos called for capitalizing on the agreement to advance Libya toward elections and the unification of state institutions.
