Angola Regulator Launches 30‑Day Licensing Phase for Gaming Operators – iGamingToday.com

Angola’s Institute of Games Supervision has opened a short licensing window that gives eligible operators 30 working days to secure provisional approval while the country continues rolling out its Gaming Activity Law. 

The regulator introduced the measure through a Circular presented during a clarification session on June 29 at the Michael Kennedy Auditorium, and confirmed that the transitional regime took effect on July 1. 

Under this temporary framework, operators can keep their businesses running as Angola finalises the detailed regulations required by the new law and prepares future public licensing tenders. 

“The document aims to ensure legal compliance and safeguard the stability of the sector, allowing for the implementation of the transitional regime until the publication of the Regulation of the Gaming Activity Law and the conclusion of future public tenders,” the ISJ stated.

Angola continues gambling reform

Angola’s push to modernise its gambling rules continues through the transitional regime created under the Gaming Activity Law, a framework enacted in October 2024 to update how the sector is supervised.

The interim measures are meant to keep the market stable and legally compliant while the government finishes writing the detailed regulations and prepares future licensing tenders.

The Circular gives operators whose licences expired after the new law took effect a way to keep operating during this period. It also covers operators whose licences lapsed before the law was enacted, as long as they had already notified the regulator of their intention to remain active. 

Under the new setup, eligible companies have 30 working days to file for provisional licences through the Gaming Supervision System, which the ISJ says will help standardise the transition and bring more predictability to the process. 

The clarification session held last Monday drew strong interest from operators, with the regulator walking through how the transitional regime works and what licence holders must do to stay compliant. 

The Angolan gambling industry has also delivered strong results this year amid the ongoing reform. Earlier in the year, the ISJ reported that parafiscal revenue for February climbed above Kz2.8bn (€3.1m). This represented a 24% increase from January, driven mainly by stronger tax receipts.  Overall gaming revenue has also surged by 75.1% in the last year.
