Ambassador Ferhat Alkan Set to Take Up Post in Mogadishu as Turkey Expands Diplomatic Footprint

MOGADISHU — Turkish Ambassador Ferhat Alkan has concluded his diplomatic posting in Mozambique and is set to assume his new assignment in Somalia, according to a farewell message issued by the Turkish Embassy in Maputo.

Alkan served in Mozambique from February 1, 2025, to September 15, 2026. The embassy said he bid farewell to staff and wished him success in his new mission in Somalia.

His appointment was announced in September 2026 as part of a broader Turkish diplomatic reshuffle that reassigned envoys to 12 countries. Alkan currently serves as Turkey’s ambassador to Mozambique and has previously held the position of Turkish Consul General in the United States. He holds a bachelor’s degree in International Relations from the Middle East Technical University in Ankara and a master’s degree in European Studies from the University of Nottingham.

Turkey-Somalia Relations Under an Expanded Mandate

Turkey’s engagement with Somalia has deepened across multiple sectors in recent years, with Ankara operating its largest overseas military base in Mogadishu and training elite Somali units including the Gorgor commandos. The two countries have signed agreements spanning defence, maritime affairs, energy, aerospace, and economic development.

Defence Minister Ahmed Moallim Fiqi held high-level talks with his Turkish counterpart Yaşar Güler at the SAHA 2026 Defence Industry Fair in Istanbul, focusing on improving the capabilities of the Somali National Armed Forces.

The two countries have also signed a Memorandum of Understanding to strengthen regulatory cooperation in electronic communications, including satellite communications regulation, cybersecurity, and spectrum management.

In the marine sector, Somali and Turkish officials have advanced bilateral cooperation in sustainable fisheries, aquaculture, and investment in Somalia’s marine resources.

The arrival of a new ambassador follows the departure of Alper Aktaş, who concluded his tenure in Mogadishu in September 2026. During a farewell ceremony attended by Somali Foreign Minister Abdisalam Ali, Aktaş was praised for his role in strengthening cooperation between the two countries.

Recent months have seen contrasting demonstrations in Somalia over Turkey’s role, with protests in Jubaland and Puntland following allegations that Turkish drones were used in an attack in Doolow, alongside a counter-demonstration in Baidoa expressing support for the partnership.

Critical Note

The appointment of a new Turkish ambassador to Somalia comes at a time when Turkey’s role in the country has become increasingly prominent and, in some quarters, more contentious. Turkey’s military cooperation, the spaceport project, and its naval presence off the Somali coast have expanded Ankara’s footprint beyond the training and development activities that initially defined the relationship.

Managing the relationship will require balancing Turkey’s strategic and commercial interests with the concerns of Somali stakeholders, including federal member states and communities affected by military operations. The new ambassador’s ability to engage across Somalia’s political spectrum will be an important factor in whether Turkey’s presence is perceived as broadly beneficial or as an alignment with one side of Somalia’s internal divisions.
