Alice Seeley Harris took her camera to the Congo on her honeymoon in 1898. Her gruesome photograph of severed hands helped to end one of history’s greatest wrongs
Most photography students know the Lewis Hine story: the sociologist-turned-photographer whose images of child labor in American factories helped change the law.
Fewer, however, seem to know that a British missionary from a small Somerset town had already done something similar, and arguably more consequential, several years earlier, using a camera she carried into the Congo Free State on her honeymoon.
Alice Seeley Harris was 27 when she sailed for Africa in 1898 with her new husband, John, as missionaries with the Congo-Balolo Mission. She wasn’t trained as a photographer, and hadn’t gone there to become one.

What she encountered at the mission stations of Ikau and Baringa, though, was industrial-scale brutality.
Within territory that was privately owned by Belgium’s King Leopold II, villages were required to meet impossible rubber-plant quotas. If they failed, the hands of men, women and children were taken by soldiers as proof that bullets had not been wasted. Harris began photographing the survivors and the evidence.
The pictures she brought back are difficult to look at even now, but it is worth understanding exactly how they worked, because the mechanics of that campaign still shape how photography gets used to demand accountability today.
Gathering evidence
One of her photographs shows a man named Nsala sitting on the veranda of her mission station, looking down at the severed hand and foot of his five-year-old daughter, killed by sentries after her village failed to meet its rubber quota.
Harris persuaded him to pose for the picture. It is not an image she stumbled upon; it is one she constructed, deliberately, as testimony.
Her aim was to assemble a legal-style case in pictures. She understood, early on in the lifespan of the technology, that a photograph of an atrocity, properly composed and properly distributed, was more powerful than a written account – because it could not easily be denied.
She was proven right. Her images were printed in pamphlets, reproduced by Mark Twain in his satirical attack on Leopold, and eventually projected as lantern slides to audiences of hundreds across Britain and the United States.
By 1908, under mounting international pressure that her photographs had done more than anything else to generate, King Leopold II was forced to give up his personal ownership of the Congo Free State and hand control over to the Belgian state.
Written out of history
What happened to Harris afterwards is a tale that seems depressingly familiar in the history of brave women.
Twain used her photograph without naming her. Arthur Conan Doyle, writing an entire book on the subject, mentioned her once, as “Mrs Harris”. The public campaigning credit went overwhelmingly to her husband, John, who became a knighted anti-slavery grandee, while her own name faded from the record she had created.
It’s taken more than a century, and a series of exhibitions – including at Autograph ABP in London and the International Slavery Museum in Liverpool – to give Alice Harris the recognition she is due.
This summer her hometown of Frome, Somerset, is running its own exhibition, Let’s Talk About Alice, at the town museum where she is buried nearby with her family.
For anyone working in documentary, editorial or campaigning photography, this story is a useful corrective to two common assumptions: that photographic advocacy is something invented by Americans in the 20th century, and that the person who takes the picture is always the person who gets remembered for it.
Harris proved photography could move governments, a decade before Hine did. She was, for most of the century that followed, denied the credit. Finally, in her hometown, she’s getting what she’s long been due.
