Mr. President,

First of all, I would like to thank the Special Envoy of the Secretary-General, Mr. Hans Grundberg, and and Ms. Lisa Doughten of OCHA for their briefings. I also welcome the presence of the Permanent Representative of Yemen.

1/ First, France reaffirms its commitment to the unity, the sovereignty, and territorial integrity of Yemen. It fully supports the efforts to consolidate the Yemeni State which are being conducted by the legitimate government. Following the December 2025 crisis, stabilization of the country and reinforcement of the Yemeni government need to be prioritized. In this regard, France applaudes the establishment of the new government. The inclusion within this government of young people and women is a remarkable step forward towards a diversified national representation, reflecting Yemeni society. The new government needs to be able to work to strengthen the country’s stability and security, as well as to meet the basic needs of the Yemeni people. France will continue to provide support for the legitimate authorities, for the benefit of the population. France also welcomes the prospect of holding an inclusive dialogue in Saudi Arabia to resolve the issue of southern Yemen, as announced by President Alimi.

2/ Second, France demands the immediate and unconditional release of all United Nations and non-governmental organizations staff as well as diplomatic missions personnel arbitrarily detained by the Houthis. We pay tribute to the memory of the World Food Program staff member who died in detention nearly one year ago, to the date on February 10, 2025.

France condemns in the strongest terms the death sentences handed down by the so-called Houthi Specialized Criminal Tribunal. The recurrent seizure of equipment and occupation of the offices of several UN agencies are unacceptable. These acts, which violate international law, jeopardize the safety of personnel and hinder the delivery of humanitarian aid needed by the Yemeni people. The unacceptable conduct of the Houthis represents an obstacle to any progress on the humanitarian front.

3/ Third, the Houthis must cease their policy of destabilization in Yemen and the region. The movement continues to threaten the region, as well as maritime trafficking with its aggressive rhetoric. Given the Houthis’ stance and the regional context, the risk of further escalation remains. France will continue its commitment for maritime safety and security and freedom of navigation, particularly within the framework of the European Union’s defensive security and defense policy operation EU-NAVFOR ASPIDES, and in accordance with international law and in cooperation with its European and international partners.

4/ Lastly, France reaffirms its full support for the work of the Secretary-General’s Special Envoy, whose efforts are key. It calls upon all Yemeni stakeholders to engage in good faith in the resumption of a political process under the aegis of the United Nations, the only framework which can provide for a lasting peace.
