This will be achieved through revolutionary agricultural production, processing, and marketing activities. We aim to increase food production, enhance food security, and promote economic growth in the state.

What impact have the Ministry’s programs and initiatives had on agricultural productivity and food security in the state?

The Ministry’s programs have positively impacted agricultural productivity and food security in the state, resulting in increased production of crops, fisheries, and livestock.

Our interventions have improved the livelihoods of farmers, increased their incomes, and enhanced food availability in the state. We are committed to building on these achievements and further increasing agricultural productivity.

Can you provide more details on the AK-CARES program and its objectives?

The AK-CARES program, a World Bank-funded project, aims to reduce poverty, generate income, and promote community development among rural dwellers. Over 25,000 beneficiaries have received support from the project, including training, input support, and financial assistance.

The program has improved the livelihoods of rural dwellers, increased their incomes, and enhanced their food security.

Can you highlight some notable achievements of the Ministry in the past year?

In the past year, the Ministry has:

Advancing Justice Sector Reform: Governor Bassey Otu’s Top Priorities for the Ministry of Justice in Cross River State

Mr. Ededem Ani, Honourable Commissioner for Justice and Attorney General, Cross River State

Ededem Charles Ani is the Attorney-General and Commissioner for Justice, Cross River State (AG/CJ). As Attorney-General and Commissioner for Justice, Cross River State, he is the Chief Law Officer of the State, the Alternate Chairman of the State Judicial Service Commission, a Statutory member of the Public Private Partnership Council, a Bencher and a member of several committees in the State.

He is an alumni of the University of Abuja and was admitted to Legal practice in Nigeria in 2010. He has over 14 years cognate experience in wide ranging areas of law including Litigation, Arbitration and Mediation. Prior to his appointment as A-G/CJ, he was the Managing Counsel at Charles & Louis LP., a law firm with Headquarters in Abuja.

Top Priorities for Cross River Judiciary and Plans to Achieve Them

First, let me point out that the Judiciary is a separate arm of government, headed by the Chief Judge of each State, to whom questions about the Judiciary should ordinarily be directed. Conversely, the Attorney General is part of the executive arm of government, heads the Ministry of Justice, and is constitutionally empowered to act as the Chief Law Officer of the State.

Nevertheless, the proper administration of justice requires institutional synergy among the Judiciary, the Ministry of Justice, and law enforcement agencies. Accordingly, the Office of the Attorney General liaises with the Judiciary to uphold the Rule of Law, ensure the expeditious prosecution of criminal cases, and diligently defend civil actions brought against State Government Ministries, Departments, and Agencies (MDAs).

My strategic priorities, therefore, flow directly from these mandates: to ensure that the State receives timely and sound legal advice, and that its law officers are equipped with the requisite expertise and resources to prosecute and defend matters with professional vigor.

To this end, in my capacity as Attorney General, I strive to maintain high morale among State law officers by improving their work environment and offering appropriate incentives. I also support their professional development through continuous training programmes and provide essential technical infrastructure—computers, printers, and related tools—as well as logistical support for out-of-jurisdiction appearances and the procurement of witnesses. These measures are intended to enable them to discharge their statutory duties effectively.

Furthermore, in alignment with His Excellency, Prince Bassey Edet Otu’s People First agenda, we are committed to ensuring access to justice for all citizens. In pursuit of this goal, the Department of Citizens’ Rights has been separated from the Ministry of Justice and expanded into the Centre for Citizens’ Rights and the Office of the Public Defender to enhance their effectiveness. We are making every effort to equip the Center with the necessary resources to ensure that no citizen is denied justice.

Views on the Contribution of the Judiciary to States Economic Growth and Development

As I previously stated, the Judiciary is a distinct arm of government. However, it remains an integral component of the justice delivery system of which my office is also a part, and a functional, effective justice delivery system directly impacts economic growth as it contributes to the stability necessary for economic activity to thrive in several key ways:

Upholding the Rule of Law and Ensuring Legal Certainty: An impartial and efficient system, safeguards the rule of law and human rights, thereby signaling legal and institutional stability. This creates an environment of predictability and security that encourages both local and foreign investment. Investors and entrepreneurs are more inclined to do business when they are confident that contracts will be enforced and property rights protected. A trustworthy system, therefore, fosters long-term development and economic participation by reinforcing trust in institutions.

Enhancing the Ease of Doing Business: An efficient justice system reduces bottlenecks in dispute resolution and thereby makes it easier to do business. In Cross River State, the creation of a Small Claims Court, spearheaded by the Honourable Chief Judge, Justice Akon Ikpeme, embodies this commitment. Statutorily empowered to conclude eligible cases within 60 days of filing, the Court delivers swift, accessible justice that particularly benefits small and medium-sized enterprises. Additionally, His Excellency, the Governor has consistently insisted on strict adherence to the rule of law, contractual integrity, and compliance with court orders. This leadership style has fostered a business-friendly climate, reflected in a notable uptick in new enterprises entering the State over the past two years.

Role of The Judiciary in Promoting Justice, Equity and The Rule Of Law in Cross River State

Once again, the question appears to focus squarely on the Judiciary, of which I am not a part. However, I will adopt a broad interpretive approach and assume that the reference is to the Cross River State Justice Delivery System as a whole.

The core mandate of the Justice delivery system is already aptly captured in the question; namely, to uphold justice, equity, and the rule of law.

The Judiciary plays a pivotal role in upholding justice, equity, and the rule of law. It serves as the impartial arbiter in both civil and criminal matters, ensuring that all persons, regardless of status, are equal before the law. In criminal proceedings, the Office of the Attorney General, prosecutes offenders, while the Judiciary ensures that trials are conducted fairly and in strict accordance with the law and constitutional protections.

In civil matters, including those involving the State, the Judiciary is duty-bound to decide cases judicially and judiciously; by extant legislation and taken cognizance of all the surrounding facts and circumstances.

Beyond prosecution, the Attorney General’s Office contributes to the promotion of justice and protection of rights through initiatives such as the Citizens’ Rights Centre. In certain instances, you may even find state law officers prosecuting and defending indigent citizens, particularly when such representation is necessary to balance the scales of justice and affirm the State’s commitment to the rule of law. This illustrates a broader philosophy of justice delivery in Cross River State, one that is people-centred, constitutionally anchored, and committed to upholding equity and fairness for all.

Some Notable Achievements in The Past Year

The Ministry of Justice has recorded several notable achievements in the past year, reflecting our commitment to efficient justice delivery, institutional reform, and public service.

First, on the legislative front, we successfully prepared and forwarded 16 Executive Bills to the Cross River State House of Assembly. These span critical areas such as electricity, agriculture, education, climate change, social protection, and infrastructure.

Noteworthy among them are the Cross River State Electricity Bill, the Green Economy Commission Bill, the Climate Change Bill, and the Bills establishing institutions like the College of Agriculture, the University of Education and Entrepreneurship in Akamkpa, and the Diaspora Commission.
In terms of legal service delivery, our departments have been highly productive.

The Legal Drafting Department prepared 85 agreements and 10 Memoranda of Understanding. We also drafted an Executive Order to regulate mining activities in the state.

In Civil Litigation, out of 197 active cases, 29 judgments were secured. The Department of Public Prosecutions commenced 165 new criminal cases, resulting in 25 convictions. Our Appeals Department is managing 117 ongoing appeals, with 14 concluded in our favor.

The Administrator General and Public Trustee processed 20 fresh applications for estate administration, with 2 estates partitioned and wound up. The Citizens Rights Centre and the Office of the Public Defender received 441 petitions, 215 of which were successfully mediated, with 15 currently in court and the rest resolved or withdrawn.

Additionally, we issued three key policy instruments: The Revised Plea Bargain Guidelines, the Prosecutorial Guidelines, and the Prerogative of Mercy Guidelines, all in 2024, to strengthen our criminal justice framework.

We also prioritized human resource development. Three capacity-building programmes were undertaken in collaboration with national institutions such as NILDS and NIALS. These covered legislative drafting, commercial negotiations, litigation procedures, and ADR, significantly enhancing the capability of our legal officers.
Institutionally, we established new units, including Monitoring, Evaluation and Records; Advisory; and Law Review Units, to improve productivity, accountability, and oversight.

Another significant accomplishment has been the considerable reduction of judgment debts through prudent case management and the timely settlement of outstanding liabilities, thereby reaffirming His Excellency the Governor’s resolute commitment to the rule of law and the enforcement of judicial decisions.

Furthermore, the implementation of continuous capacity-building programmes for our legal officers has substantially strengthened internal competencies in managing complex transnational and cross-border legal matters. This strategic internalisation of legal expertise has effectively eliminated the need to retain external counsel for such matters, resulting in cost savings amounting to several hundred million Naira in professional fees. A pertinent illustration is the recent financing and acquisition of Bombardier aircraft for the Cally Air fleet, wherein the State’s legal team successfully participated in the negotiation and execution of multidimensional transactions.

In doing so, they not only ensured legal and procedural compliance but also acquired critical technical knowledge, thereby significantly reducing future dependence on external legal services and associated government expenditure.
In alignment with His Excellency’s policy direction on clean and green energy, we have completely transitioned to green energy. Accordingly, the Ministry now relies primarily on renewable energy to meet most of its power requirements, ensuring uninterrupted operations.

Collaboration with Stakeholders in The Justice System to Ensure Justice Delivery in the State

One of my immediate priorities upon assuming office in 2023 was to address the persistent challenges undermining the effective administration of criminal justice in Cross River State. Recognising the need for a collaborative approach, I initiated the establishment of the Criminal Justice Sector Roundtable, a strategic forum aimed at enhancing service delivery and fostering stronger inter-agency collaboration across the justice sector.

This roundtable brings together key stakeholders from the Judiciary, security agencies, civil society organizations, and the Ministry of Justice. It serves as a platform for continuous engagement, experience sharing, and the development of coordinated, multisectoral strategies. The goal is to align all actors around a shared vision, implement best practices, and formulate solutions that drive lasting reforms in the criminal justice system of Cross River State.

The contributions of roundtable members have been instrumental in identifying systemic gaps, proposing actionable reforms, and promoting a more responsive, inclusive, and effective justice delivery system.

Future of Justice Administration and Initiatives to Drive the Process

As Attorney General, I envision a future for justice administration in Cross River State that is defined by greater efficiency, accessibility, and transparency. To realize this vision, we are focusing on several strategic initiatives aimed at strengthening the entire justice delivery architecture:

Judicial Strengthening and Support: We are committed to promoting an independent, well-resourced judiciary. This includes digitizing court processes to reduce delays and case backlogs, investing in court infrastructure, and implementing regular capacity-building programs for judicial officers and court staff to enhance their effectiveness.

Legal Reforms: We intend to deepen access to justice through targeted reforms, particularly for marginalized and vulnerable groups. This involves promoting alternative dispute resolution (ADR) mechanisms, establishing specialized courts where necessary, expanding legal aid services, and conducting public awareness campaigns to ensure citizens understand their rights and the means to seek redress.

Training and Capacity Building for Law
Enforcement and Law Officers
: A vital pillar of effective justice delivery is a well-trained and capable enforcement and prosecutorial arm. We are prioritizing the continuous training of law enforcement agencies to enhance their ability to conduct thorough investigations, enforce court orders, and uphold the rule of law.

Strengthening their operational capacity is key to restoring and sustaining public confidence in the justice system. Equally important are the law officers who prosecute cases and defend the interests of the state. To ensure they remain effective and up to date with evolving legal standards and procedures, we have instituted a structured training programme that is now an integral part of their professional development framework.

By driving progress in these key areas, we are laying the foundation for a justice system that is more responsive, equitable, and trusted by all citizens of Cross River State.

Our renewed vision is to build one million homes in Africa by 2038. Consequently, we are currently developing cities across Africa – the TAF Salone Micro City (Freetown, Sierra Leone); the TAF City (Gunjur, The Gambia); and the Greater TAF City (Port Harcourt, Nigeria).

Impact of the Real Estate Industry on the Nigerian Economy

Just like several other sectors, the real estate sector is grappling with several negative economic indicators ranging from inflation to currency volatility, amongst others. While on the one hand inflation has continuously made the cost of construction extremely prohibitive, the continuous depreciation of the Naira has increasingly compelled abandoned real estate projects in the country. As expected, these have direct consequences on purchase and rental values of properties in the country.

The above notwithstanding, the real estate sector has continued to support the Nigerian economy across several value chain – creation of employment to an array of professionals and artisans; increase in government revenue due to various taxes; attraction of varying degree of foreign exchange through direct and portfolio investments; and provision of a viable channel for diversification from the traditional oil and gas revenue for the economy.

Consequently, the National Bureau of Statistics (NBS) reports show that Nigeria’s Gross Domestic Product (GDP) grew by 3.19 percent (year-on-year) in real terms in Q2 2024, from 2.98 percent in Q1 2024 and 2.51 percent in the same period last year. In addition, the NBS report further shows that the real estate sector contributed 5.17 percent to real GDP in Q2 2024, lower than the 5.29 percent it recorded in the corresponding quarter of 2023. It was also lower than the 5.20 percent recorded in the first quarter of 2024.

The real estate sector can potentially move Nigeria towards its dream of Nigeria of N1 trillion economy. The real estate can perform a lot better and contribute more significantly to our real GDP if factors such as inflation, devaluation of the Naira, multiple taxation on building/construction value chain, forex volatility, land titling legislation, and real estate financing (both supply and demand sides) are dealt with frontally.

Ongoing Projects and New Opportunities

We have a number of real estate projects we are developing in Africa. However, there are three flagship projects across our countries of dominance – the TAF Salone Micro City (Freetown, Sierra Leone); the TAF City (Gunjur, The Gambia); and the Greater TAF City (Port Harcourt, Nigeria).

These projects are specifically designed to be mixed-use live, work and play cities which boast of excellent water and sewage reticulation systems, constant electricity supply (including green energy solutions), paved roads, reliable internet, solar lights, about 4,000 trees, gardens and green areas, apartment, bungalows, villas/terraces, agricultural zones, wellness centre, religious institutions, public open spaces, shopping centre, educational facilities, restaurants, shops, offices, amongst others.

In Nigeria, precisely, the Greater TAF City is geared at providing 20,000 units of affordable homes across about four locations in Port Harcourt. We are currently developing the first phase of about 3,000 affordable homes comprising bungalows and duplexes. Several infrastructures are already at different stages of completion, including roads, drainages, mini bridges, external electrification, external water reticulations, and 2 numbers of Braithwaite water storage facility (500Cub M capacity).

Several people have already keyed into the project by making down payments for their units whilst they spread the balance over a 12-month period. Within one year of the development, one of the homes is already occupied while several other clients are finalising plans to move into their respective homes.

Challenges in The Industry

Without a doubt, the real estate sector has a lot of challenges which might not be exhaustively discussed here. It cannot be overemphasised that, just like other forms of construction, real estate development requires significant capital. Till date, the sector has witnessed limited equity financing, hostile debt financing (particularly in view of harsh lending rates which is reported to have hit 30-36%/annum) and weaker effective demand triggered by inadequate and unfriendly mortgage facilities.

We were not insulated from the situation of the sector as we are a key player in the sector. However, we are always resolute to deliver on our promise of delivering affordable homes to our target clientele without compromising the quality and standards which our brand is known for across the continent. To this end, we decided to take certain strategic steps, which include the introduction of semi-finished houses (carcass), and the use of contractor/vendor/supplier-financing (C/V/S-F) system.

The introduction of semi-finished homes encouraged a lot of individuals to own their respective homes as the price became more affordable. In addition, clients had 12 months to pay down for these properties without any added interest. Upon handing over of the semi-finished properties to them, they have another 24 months to gradually finish up their properties.

On the other hand, the C/V/S-F system is a system wherein certain aspects of the development and infrastructure within Greater TAF City are financed by the contractors/vendors/suppliers themselves. So, rather than paying the contractors/vendors/suppliers for the services provided to us, we issue them with some properties for the contract sum and at negotiated prices. The contractors/vendors/suppliers in turn sell off these properties or collateralise the properties to finance their obligations. As a result, works are moving on speedily despite the political/economic situation of the State.

Additionally, we ensure we employ well-experienced and competent professionals to manage various aspects of our operations. These professionals have not only shown commitment over the years and over several projects, but they have equally bought into the vision of the Company, thereby making it much easier to navigate some of the challenges real estate developers face.

Comparison Between the Foreign Professionals and The Indigenous Professionals

We know that Knowledge is global and skill is universal. We do not particularly segregate between foreign and indigenous professionals. However, as a leading Pan African Company, we take pride in saying that our projects are designed and built/developed by Africans. Although a significant portion of our staff have acquired foreign education, expertise and experiences, they returned to Africa to build the continent.

Furthermore, we engage indigenous professionals in every country of our operations and then bring in other professionals from other African countries of our operations because our staff are highly mobile and they possess very transferable skills.

In addition, we train and build the capacity of indigenes in order to be able to deliver on designated roles and responsibilities.

Projections For The Years Ahead

Certainly, we are looking at expanding into other states in Nigeria and other countries in Africa. This is one of the guaranteed ways of achieving our vision of building one million homes by 2038.

However, we are very strategic and deliberate about the partnerships we enter into. This is to ensure that we do not jump into a project that would possibly fail. In our 35 years of operations as a Company across Africa, we do not have one abandoned project anywhere and we do not intend to have one soon!

They know what we say is what we do and if anything changes, they will know beforehand.

Once, a supplier of reinforcement bars delivered a slightly substandard quality of reinforcement to our site. Even though the gauge was as requested but after our material test which we always carry out, we discovered that the quality does not conform to the strength we require and we therefore asked them to come and evacuate it. To avoid returning the supply however, the supplier offered us a huge discount to use as is, stating that a lot of people out there are using it ‘successfully’. To make matters worse, the cost of the full standard reinforcement bars had now increased by about 10% within that week. So we were faced with choice of taking his offer or paying even higher than we should have paid for the standard reinforcement. We however rejected the offer choosing rather to pay the increased price from another supplier to deliver what we know will serve our clients best. The truth is that using the substandard reinforcement bars the original supplier had brought may not be as catastrophic as causing a collapse; neither will anyone know what was used – Integrity and professionalism however forbids us from using it.

Every new project must be an improvement from the last. We are therefore always looking for better ways of doing things to produce better outcomes. We never stop in our pursuit of delivering excellently built homes for our clients. It’s in the very little things like making sure chamber covers in the compound align perfectly or making sure light switches are all plumb and aligned.

Impact of the Real Estate Industry on the Nigerian Economy

Oh, It’s massive! As at the end of last year, Real estate was said to have become the 4th largest sector of the Nigerian economy contributing over 5.5% of the country’s real GDP. Only Crop production, Trade and Telecommunications is said to have contributed more to the GDP. Real Estate has surpassed the likes of oil and Gas sector as far as the economy is concerned. The impact is therefore quite positive and very substantial.

Challenges in the Industry

Communication & Transparency! One of the core banes of Developer/buyer relationship around here is the lack communication. Less communication is always higher risk. Clients appreciate as much transparency and timely communication as possible. This helps them to plan properly. In the face of obvious challenges which may for instance set a project behind for a couple of months, you do not wait till the end of the agreed time before communicating or even worse chose to be silent. As a responsible developer, at least 2 to 3 month before your agreed development time elapses, you will know your exact state of affairs in terms of timelines and you should have started engaging in order to manage expectations. When you speak to a lot of aggrieved buyers, their biggest issue is the uncomfortable silence that always seems to suggest that the developer is taking them for granted. Another major issue is unavoidable price fluctuations. When it is extreme and cannot be accommodated by the developer, transparency and communication must come to play. Most developer around here take the position of “take it or leave it”. This shouldn’t be. There should be empathy and the posture should always be such that the buyer can clearly tell that you will do all that is required of you to help them secure the property still. So Again, Communication and Transparency! You almost can’t go wrong with both.

Projections for the Years Ahead

We are ramping up capacity as fast and as responsibly as possible. Over the next couple of years, we are looking to and would have delivered over a thousand houses with over a thousand completely satisfied buyers. It’s not just the number of houses for us, more important to us is the relationship built due to the high level of satisfaction we would have given to everyone that chose to buy any one of our properties. Like I mentioned earlier, our most effective marketers are our previous buyers. We are therefore, not simply building homes; we are building relationships!
